SUMMARY:
The Accounting Manager must have outstanding technical, leadership and communication skills, including the ability to impose and maintain fiscal controls. Reports directly to the Chief Financial Officer (CFO). Provides the CFO with assistance in preparing budget and financial reports; managing the Finance Division; and assuring compliance with policies, procedures and law.
Essential Duties:
Financial Management and Accounting
- Manage the daily operations of the District's accounting functions, ensuring accuracy, efficiency, and compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) standards, Board policies, and all applicable federal, state, and local regulations.
- Prepare, review, analyze, and distribute monthly, quarterly, and annual financial statements and reports for the Chief Financial Officer, Superintendent, Board of Education, and other stakeholders.
- Ensure the timely and accurate reconciliation of all District bank accounts, general ledger accounts, investment accounts, grant accounts, and other financial records.
- Oversee the District's month-end and year-end closing processes to ensure accurate financial reporting and compliance with established deadlines.
- Monitor cash flow, investments, revenues, expenditures, and fund balances, providing recommendations to maintain the District's fiscal stability.
- Assist in the preparation of the Annual Comprehensive Financial Report (ACFR), Annual Secretary of the Board Report (ASBR), and other required financial submissions.
Budget Development and Fiscal Planning
- Assist the Chief Financial Officer in developing, monitoring, and administering the District's annual operating, capital, and grant budgets.
- Analyze budget-to-actual expenditures and revenues, identify trends and variances, and provide recommendations for corrective action.
- Assist in developing multi-year financial projections and long-range fiscal planning to support strategic decision-making.
- Monitor departmental budgets to ensure expenditures remain within approved appropriations.
Audit and Compliance
- Serve as the District's primary liaison for external financial auditors, state auditors, grant auditors, and regulatory agencies.
- Coordinate the preparation and organization of audit schedules, supporting documentation, and responses to audit requests.
- Ensure compliance with federal grant requirements, state financial reporting requirements, procurement regulations, and internal control standards.
- Develop, implement, and monitor internal accounting controls to safeguard District assets and reduce financial risk.
- Recommend and implement corrective actions resulting from audit findings.
Procurement, Contracts, and Asset Management
- Oversee procurement and purchasing activities to ensure compliance with Board policy, state purchasing laws, and competitive bidding requirements.
- Review financial aspects of contracts, agreements, and purchase commitments to ensure fiscal responsibility and compliance.
- Maintain and monitor the District's fixed asset inventory system, including acquisitions, transfers, disposals, depreciation records, and annual physical inventory.
- Ensure proper accounting for capital assets and compliance with GASB reporting requirements.
Leadership and Operational Management
- Assist the Chief Financial Officer in supervising the daily operations of the Finance Department, including assigning work, establishing priorities, monitoring productivity, and evaluating performance.
- Provide leadership, coaching, mentoring, and professional development opportunities for accounting and finance staff.
- Develop, document, and continuously improve accounting procedures, internal controls, and operational workflows to increase efficiency and effectiveness.
- Research and implement best practices in governmental accounting, school finance, financial technology, and process improvement.
- Collaborate with Human Resources, Payroll, Purchasing, Information Technology, and school administrators to ensure accurate financial transactions and exceptional customer service.
- Serve as a financial resource for principals, department leaders, and program administrators by providing guidance on budgeting, accounting procedures, purchasing, and financial compliance.
Reporting and Analysis
- Prepare complex financial analyses, forecasts, projections, and presentations for executive leadership and the Board of Education.
- Analyze financial data to identify trends, operational efficiencies, and opportunities for cost savings.
- Develop financial dashboards and management reports that support informed decision-making.
Technology and Systems Management
- Maintain the integrity of the District's financial management system, including the chart of accounts and accounting structure.
- Participate in financial system implementations, upgrades, testing, and process improvements.
- Ensure the accuracy of financial data entered into enterprise resource planning (ERP) systems.
Other Responsibilities
- Maintain confidentiality of sensitive financial, personnel, and student information.
- Stay current on changes in governmental accounting standards, school finance regulations, and applicable laws affecting public education finance.
- Attend Board meetings, committee meetings, professional development, and training as assigned.
- Perform other duties and responsibilities as assigned by the Chief Financial Officer.
QUALIFICATIONS
- Bachelor’s degree in Business Administration, Accounting or Finance required.
- Minimum of five years’ work experience, including supervisory, in governmental accounting, auditing or financial reporting required.
- Must have solid knowledge of generally accepted accounting principles (GAAP)
- Understanding of the public school finance and related school law
- Strong interpersonal skills

- Proficient with Microsoft office products
- Strong leadership, interpersonal and communication skills
- Strong quantitative and analytical skills
- Ability to organization and prioritize work for accurate and timely completion
- Ability to establish and maintain effective working relationships
- Successful completion of a background check by Human Resources
PHYSICAL DEMANDS:
- Exerts 20 to 50 pounds of force occasionally, and/or
- Exerts 10 to 25 pounds of force frequently, and/or
- Prolonged periods of working on a computer.
- Sufficient vision to read printed material, see distant objects with clarity, and identify and distinguish objects.
- Sufficient hearing to hear conversations in person and on the telephone, and hear sounds clearly up to 20 feet.
- Ability to speak in an understandable voice with sufficient volume to be heard in normal conversation and on the telephone, an in addressing groups.
- Requires occasional or frequent standing, walking, sitting, bending, and reaching for extended periods of time.
- The job is performed under minimal temperature variations and is generally a hazard free environment.
- Must be able to access and navigate all areas of the school and other facilities as needed.
