We are currently recruiting for an Economist to support the Great Atlantic Regional Fisheries Office (GARFO) through supporting rulemaking efforts under the MMPA and the ESA, in particular those associated with the development or modification of Take Reduction Plans and may include support for analyses associated with rulemakings to mitigate other threats to the species under the ESA or MMPA.
Please note that we are recruiting proactively and do not yet have this position available. If awarded the work, this will be a full-time position. Work will be performed remotely in coordination with the COR and Project Lead. The contract has a one-year base period with a potential of three option periods.
Duties:
- Develop and implement methods to analyze economic impacts of regulations, policies, or alternatives intended to protect Atlantic large whales, including the North Atlantic right whale, from entanglement in commercial fisheries and vessel strikes.
- Conducts review of relevant data, methods, and procedures pursuant to the appropriate statutes, regulations, executive orders, and other policies. This includes, but is not limited to, the ESA (including Section 7), MMPA, NEPA, Regulatory Flexibility Act, and Executive Order 12866.
- Develop a detailed work plan, including a schedule of milestones, for the completion of an economic impact analysis sufficient to meet the requirements of the relevant guiding statutes and policies.
- Execute the economic impact analysis using available data and methods such that the analysis informs regulatory policy decision-making and satisfies the requirements of relevant statutes and policies.
- Support Team meetings, scoping meetings, and public comment as needed.
Minimum Qualifications:
- Bachelor’s degree in social science or economics with coursework in natural resource economics.
- Minimum three (3) years of relevant experience.
Required Capabilities:
- Provide technical expertise sufficient to conduct and complete a project or analysis.
- Draft or review the analysis, or report required by the client.
- Be a member of the inter-disciplinary team established to complete the project.
- Analyze and solve complex technical or economic challenges.
- Advise clients in the technical aspects of the discipline.
- Review and guide the development of product deliverables and verify documents for technical accuracy.
- Conversant with the requirements of the major federal environmental policy and compliance acts and associated regulations.
Compensation
Salary range is $40 – $60 per hour, dependent upon experience.
