Job Summary:

WHO MAY APPLY: This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the 1553 Collective Bargaining Agreement (CBA) submitting applications between 7.6.26 and 7.13.26.

The position allocated to this class performs technical work involving the processing and coordination of projects and/or permit applications related to construction or land use, in accordance with applicable codes and office policies and procedures. Work includes public liaison and contact work to develop effective relations and resolve operational problems as required. Work performance is evaluated by the effective processing of assigned projects.

Project Coordinator 1 positions are technical, entry level, uncertified positions. Project Coordinator 2 positions are technical, certified positions. Duties of Project Coordinator 1 differ from the duties of Project Coordinator 2 in the level of code/process knowledge applied to projects. Under close supervision, a Project Coordinator 1 will generally process routine plumbing & mechanical permits, and small residential accessory buildings. As experience and knowledge are obtained, duties will include processing/plan review of more difficult assigned projects under close supervision. A Project Coordinator 2 will exercise independent judgement under general supervision; duties and responsibilities will include all aspects of project processing, assigned plan reviews, environmental reviews, and/or commercial project review and coordination, as assigned.

Job Description:

ESSENTIAL JOB FUNCTIONS

• Provides guidance and support to customers, staff, builders, developers, citizens/citizen groups and/or external agencies regarding construction code requirements, ordinances, procedures, policies and practices by interpreting applicable regulations and ensuring understanding of compliance standards as it pertains to construction permitting and processes.
• Processes and manages routine permit applications: collects and receives all application materials; researches and reviews property information to verify legal description, tax parcel, owner/occupant, property address, and jurisdictional boundaries; checks records for any previous land use actions, building permits, etc.; determines whether all required site details are included in the application submittal for completeness; processes applications and issues approvals once all requirements are met; creates and maintains organized and accurate permit files.
• Explains fee structures and routine technical information to applicants, assisting them in accurately completing permit applications as needed; calculates and confirms appropriate fee amounts, ensuring all required payments are received prior to proceeding with project review.
• Performs other related tasks such as: prepares information and updates various logs; prepares title notices and record documents with the County Auditor; researches files/documents in processing public records requests; researches ownership and legal descriptions to verify location of construction; responds to media requests for information/interviews; assigns street addresses for incoming projects and for plats; coordinates certain compliance actions as assigned; develops and/or uses electronic production procedures using PC systems and programs; drafts, implements and accomplishes approved work programs; and performs site visits for proposals when appropriate.
• Provides the public with information about pertinent codes and ordinances; directs the public to supervisory and/or other technical staff in more difficult interpretations; and refers the public to other County departments as appropriate.
• Maintains effective working relationships with supervisors, agencies, individuals and department employees.
• Provides positive customer service; keeps public areas clean.
• Advises, reviews, and recommends acceptable alternatives and resolves conflicts with respect to construction and other county code compliance/enforcement issues to ensure code compliance; ensures the technical accuracy of work performed; analyzes various plan and concepts for minimum code compliance; confers/corresponds with architects, contractors, engineers and property owners regarding code requirements and project/plan deficiencies; and makes administrative and /or technical determinations.
• Coordinates and manages the processing of all permits, both routine and complex from pre-application to final permit issuance; facilitates the flow of project information; routes documents, applications and plans to applicable staff/departments as necessary; coordinate agency and/or public calls, comments, and incorporates into necessary documents; reviews and approves construction plans for residential additions, garages, barns, and similar projects; reviews site plans and applications for uses and activities and applicability/conformance with County codes; reviews technical, code related concepts and plans; evaluates structural calculations for snow, dead, live loads, wind seismic codes; recommends necessary changes to plans, calculations and specifications to obtain code compliance; coordinate commercial projects.
• Coordinates and assists customers in applications, receiving/processing complaints, and in applying various laws and codes impacting permitting and land development.
• Determines the scope of the project, researches related project files, and decides whether an environmental determination is required; prepares, circulates, and coordinates environmental determination for environmental checklists; coordinate environmental appeals to the hearing examiner.
• Serves as the department representative at assigned meetings.
• Exercises independent judgement under general supervision; duties and responsibilities include all aspects of construction permitting for single family, multifamily, commercial and industrial projects.
• May attend court hearings and testify as appropriate.
• Performs other related duties as required/assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

• High School diploma or GED equivalent, and
• Four (4) years of experience in technical and/or clerical work related to the building permit issuing process.
• Course work or training in construction, building permit processing or building codes enforcement may be substituted, year for year, for the required experience.
• ICC Permit Technician, Building Inspector, Plans Examiner, or an equivalent certification is required at time of appointment and must remain valid throughout employment.

Total Compensation:

$64,921 - $90,430 Annually

Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
