The Management Analyst II position is part of the Training and Support Unit (TSU) under the Bureau of Unemployment Compensation (BUC), with the Department of Labor. This position is based in Augusta Maine, with a hybrid work schedule option. The work this position performs includes, but is not limited to, performing in-person and virtual training to employees for various Bureau of Unemployment database systems (ReEmployME and BUC TrainME Classroom LMS systems), creating and maintaining training materials to include video creation skills and abilities, developing training curriculum, participating in various BUC and Division projects and working closely with outside vendors who support our systems.
Excellent training skills are a must and demonstrated experience is welcomed. We are seeking a well-rounded professional who has exceptional communication and organizational skills, coaching, research and technical abilities that foster a learn and grow environment for staff. The ability to pivot and adapt to the learners on the fly as needed. In addition to training activities, the MAII position will assist TSU Help Desk staff as needed in processing daily Footprints tickets.
An intermediate to advanced level of understanding of computer software and technology is required. The ability to manage several projects at one time is essential. An independent, resourceful and proactive outlook is a must. Knowledge of or a background in Unemployment Insurance is helpful but not required. Much of the work is independent in nature, and includes collaboration as a team, with bureau management, support staff and vendors.
REPRESENTATIVE TASKS:
- Plans and organize studies of work and organizational problems including duplication, communication, information flow, inventory control, cost containment, and integrated service delivery in order to develop and maintain efficient and economical operations.
- Gathers and organizes information on problems, deficiencies, and resource waste to collect information for management analysis.
- Analyzes data gathered, develops information and documentation, and considers solutions or alternative methods of proceeding in order to recommend organizational and system changes and modifications.
- Installs new systems, confers with and trains agency staff, and conducts operational effectiveness reviews in order to ensure smooth system implementation and functioning.
- Develops and updates manuals in order to outline performance methods, organizational policies and procedures, and system operations.
- Implements, administers, and complies with human resource laws, policies, procedures, and practices, including: AA/EEO, recruitment, employment, performance appraisals, training, discipline, contract administration, and employee safety in order to ensure the fair and equal treatment of subordinate employees.
