Summary of Work
It is the mission of Commerce to lead North Dakota's efforts to attract, retain and expand wealth and talent. We strive to provide solutions to empower the success of all North Dakotans.
We are seeking an experienced full-time Account Budget Specialist IV to support the Department of Commerce's accounting, budgeting, financial reporting, and fiscal management functions. This position plays a key role in administering state and federal grant funding, ensuring financial compliance, supervising fiscal staff, and supporting the agency's overall financial operations.
As our Account Budget Specialist IV your duties and responsibilities will include:
Fiscal Operations
- Perform accounting functions, including coding and processing financial transactions, receivables, deposits, and reconciliations.
- Monitor agency expenditures, revenues, grants, and contracts to ensure compliance with state and federal requirements.
- Review and approve financial transactions and account adjustments in PeopleSoft.
- Analyze financial data, resolve discrepancies, and maintain financial records and tracking systems.
- Provide backup support for payroll processing and assist with other fiscal operations as needed.
Financial Management
- Assist in the agency's financial management, including budgeting, multi-fund accounting, financial reporting, and compliance.
- Support preparation of the Annual Comprehensive Financial Report (ACFR), Schedule of Expenditures of Federal Awards (SEFA), and other required financial reports.
- Assist with agency audits, risk assessments, corrective actions, and implementation of governmental accounting standards.
- Support development and monitoring of the agency budget and provide financial analysis and recommendations to leadership.
- Represent the agency on fiscal matters and provide backup support for the Administrative Services Director, as assigned.
Supervision and Leadership
- Supervise and prioritize the work of the fiscal team, including workload distribution, leave approval, and timekeeping.
- Provide coaching, training, performance feedback, and support employee development.
- Review and approve staff expense reimbursements and purchasing transactions.
- Promote effective communication, teamwork, and continuous improvement of fiscal processes.

Minimum Qualifications
- Bachelor's degree and five years of similar or related experience is required. State government accounting experience is preferred.
- Ability to travel, as needed, for meetings, conferences, training, and occasional work at the Bismarck Commerce office.

- Knowledge of governmental accounting principles and financial management practices.
- Experience with budgeting, financial reporting, and grant administration.
- Ability to analyze financial data, identify issues, and recommend solutions.

Location
Commerce has a central office location in Bismarck, and this position will be working remotely from any North Dakota location. Travel is required, as needed, to the Bismarck Commerce office and for meetings, conferences, or trainings.
The hiring salary range is $7,009 - $7,885 monthly.
