The Opportunity
What to Expect
- Prepare and distribute project scoping assignments to support transportation project development.
- Assemble and review scoping documentation that defines project needs, purpose, scope, estimated costs, and schedules.
- Maintain accurate project information by entering, monitoring, and updating data in Capital Connect.
- Assist with developing and tracking sub-program priorities to support regional project delivery goals.
- Support budget development by entering project and funding information into Capital Connect.
- Produce project status reports and tracking spreadsheets to monitor project progress, changes, and program performance.
- Retrieve project and program data from systems including Capital Connect, TRAINS, TEIS, WSPMS, and Cognos.
- Develop reports that support project delivery, program management, and informed decision-making.
Qualifications
- Transportation Project Management & Financial Systems: Demonstrated experience managing transportation project scopes, schedules, and funding utilizing capital project management and enterprise accounting systems in a professional work environment.
- Collaboration & Interpersonal Skills: Skills to work independently and as a member of a team to complete assigned tasks; Strong interpersonal skills to be able to work effectively with project offices, other team members, and support offices.
- Workload Management & Prioritization: Demonstrated experience handling multiple tasks in a high-production environment, frequently changing priorities.
- Communication Skills: Demonstrated experience in communicating to multiple audiences, both orally and in writing.
- Project Deliverables Tracking: Demonstrated proficiency in understanding, interpreting, and tracking project deliverables, ideally in a construction and/or engineering environment.
- Research & Technical Proficiency: Proven skills in research to examine, develop and propose alternate solutions while maintaining attention to detail; Demonstrated proficiency with MS Word, Excel, and Outlook to compose professional documentation and reports.
- Growth Mindset: Actively demonstrates a commitment to learning and growth.
- Service-Oriented: Takes action to meet the needs of others.
In addition to the above, the following are also required:
- A valid driver’s license and the ability to operate state-owned vehicles.
- Ability to perform field reviews and collect data for the purpose of scoping and estimating projects in outdoor environments, including travel to and accessing project sites.
It is preferred that qualified candidates also demonstrate:
- Transportation Systems & Software Proficiency: Proficiency in working with the Work Order Authorization system, Transportation Executive Information System (TEIS), Capital Connect (CC), and Transportation Reporting and Accounting Information System (TRAINS 4.0).
- Project Development & Construction Experience: Work experience in Project Development and/or Construction Environment.

- The salary range listed includes the 2% general wage increase, effective on July 1, 2026.
- This position offers flexible/hybrid remote work options.
- In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
