Job Description:
Manager, Clinical Research Billing & Compliance
Position Summary:
The Manager, Clinical Research Finance & Billing, is responsible for leading the financial and operational oversight of clinical research billing activities for a growing community-based oncology research program. This role manages research finance operations, supervises Clinical Research Finance Analysts, and serves as the operational lead for third-party clinical trial billing to ensure services are accurately reviewed, billed, reconciled, and invoiced in accordance with study budgets, contracts, coverage analyses, and all applicable regulatory requirements.
Working collaboratively with the internal stakeholders and external healthcare partners, the Manager will drive operational excellence, strengthen financial performance, and ensure compliance with research billing regulations while supporting the organization's mission of expanding access to innovative cancer treatments.
Essential Responsibilities
Leadership
Provide day-to-day leadership, coaching, and performance management for two Clinical Research Finance Analysts (directly or through an indirect reporting relationship).
Establish team priorities and ensure timely, accurate completion of research finance activities.
Promote collaboration, accountability, and continuous learning within the broader Research team.
Assist with onboarding, training, and professional development of research finance staff.
Clinical Research Finance & Billing
Lead all operational aspects of third-party clinical trial billing, including imaging, laboratory testing, pathology, specialty consultations, biopsies, and other protocol-required services performed outside the organization.
Review orders prior to submission to external providers to ensure billing instructions align with approved coverage analyses and study billing plans.
Ensure all technical and professional charges from third-party providers are received, reconciled, and processed accurately.
Resolve billing discrepancies by partnering with internal departments and external vendors.
Research Billing Compliance
Serve as a subject matter expert for clinical research billing compliance.
Ensure compliance with Medicare Clinical Trial Policy, CMS guidance, HIPAA, FDA regulations, Good Clinical Practice (GCP), and organizational policies governing research billing.
Partner with Research Compliance and Research Finance teams to resolve research billing questions and support internal or external audits.
Vendor Relationship Management
Develop and maintain strong working relationships with imaging centers, laboratories, hospitals, physician practices, and other third-party service providers.
Serve as the primary contact for operational and financial issues related to external research services.
Collaborate with vendors to improve communication, billing accuracy, turnaround times, and issue resolution.
Process Improvement
Evaluate existing workflows and identify opportunities to improve operational efficiency, financial performance, and regulatory compliance.
Develop, implement, and monitor standardized processes for research finance operations.
Create and maintain standard operating procedures related to research billing and financial management.
Monitor key performance indicators and recommend operational improvements based on data and trends.
Coverage Analysis Support
Review Coverage Analyses to ensure operational feasibility and accurate implementation within research finance workflows.
Collaborate with research leadership to ensure study billing plans align with protocol requirements, budgets, and contracts.
Assist with drafting or finalizing Coverage Analyses as needed. Experience performing Coverage Analyses is preferred but not required.
Technology
Utilize research management systems and software including:
Verily Clinical Trial Management System (CTMS)
OncoEMR
Asana
Microsoft Office Suite (with advanced Excel proficiency preferred)
Minimum Qualifications
Bachelor's degree in Healthcare Administration, Business Administration, Finance, Accounting, or a related field, or equivalent combination of education and experience.
Five (5) or more years of experience in clinical research finance, research billing, research revenue cycle, or clinical trial administration.
Demonstrated experience applying clinical research billing regulations and compliance requirements, including the Medicare Clinical Trial Policy.
Leadership or supervisory experience with responsibility for mentoring, coaching, or managing staff.
Experience collaborating across multiple departments and building productive relationships with internal and external stakeholders.
Strong analytical, organizational, problem-solving, and communication skills.
Preferred Qualifications
Experience within oncology clinical research.
Experience preparing, reviewing, or implementing clinical trial Coverage Analyses.
Knowledge of clinical trial budgeting and contracting practices.
Experience using Verily CTMS, OncoEMR, or similar clinical trial management systems.
Experience with process improvement initiatives or Lean methodologies.
Knowledge, Skills & Abilities
Thorough understanding of clinical research billing compliance and financial operations.
Working knowledge of Medicare Clinical Trial Policy and routine cost determinations.
Ability to interpret clinical trial protocols, budgets, contracts, and billing plans.
Strong operational leadership and project management skills.
Demonstrated ability to identify workflow gaps, implement sustainable solutions, and improve operational performance.
Excellent relationship-building and vendor management skills.
High attention to detail and commitment to financial accuracy and regulatory compliance.
Ability to maintain confidentiality and protect patient information in accordance with HIPAA and organizational policies.
