We are looking for a detail-oriented and analytical Contract Compliance Coordinator to join our Help Me Grow Florida (HMGF) team. This position provides contract and budget management and invoicing for the Help Me Grow contract with the Florida Division of Early Learning (DEL), and provides contract management for Help Me Grow Florida Affiliates, including monitoring, and fiscal and program compliance for HMGF Affiliate subcontracts. This role exercises independent judgment and discretion, without bias, in managing contracts, evaluating compliance, and resolving implementation issues. This position reports to the Senior Director, Contracts & Grants.
Key Responsibilities:
- Manages the DEL/HMG contract and amendments.
- Develops and manages Affiliate subcontracts and amendments for current and new Affiliates.
- Assists program staff in developing and preparing Affiliate applications (RFAs) and Memorandums of Understanding (MOUs), and manages the application review and approval process.
- Provides technical assistance to Affiliates and other subcontractors to facilitate the accomplishment of subcontract outcomes and ensure all contract requirements are clearly understood and met.
- Initiates necessary action in response to implementation problems or noncompliance with subcontract requirements, and manages closeout of subcontracts as appropriate.
- Conducts annual onsite or desk monitoring for program and fiscal compliance, prepares monitoring reports, and manages corrective action plans.
- Completes an annual risk assessment of Affiliate subcontractors to evaluate potential for noncompliance.
- Reviews Affiliate external audits and monitoring reports, interviews Affiliate staff, and reviews and analyzes Affiliate financial documents.
- Reviews and processes Affiliate invoices, budgets, and budget amendments.
- Processes invoices and manages program budgets, expenses, and reports to DEL.
- Assists with Forum audits and monitoring as needed by gathering backup documentation and providing other assistance as necessary.
- Performs additional duties and special projects as assigned.
Job Requirements:
- Bachelor's degree and two years of professional experience in contract management, project management, auditing/monitoring, or a related field required. Four years of the required professional experience may substitute for a bachelor's degree; a master's degree may substitute for one year of the required experience.
- Experience in contract management, project management, or auditing/monitoring, including financial monitoring and program compliance.
- Ability to review and evaluate plans, programs, and budgetary reports independently.
- Ability to communicate verbally and in writing in a clear, concise, and articulate manner.
- Ability to utilize analytical and problemsolving skills to clearly and accurately interpret requirements, financial data, and operational needs, and develop viable solutions.
- Ability to manage multiple tasks and assignments simultaneously; strong project management and time management skills; highly organized and detailoriented.
- Ability to work independently.
- Ability to plan, organize, coordinate, and complete multiple work assignments in a timely manner.
- Ability to quickly learn and utilize new software and databases; efficient in Microsoft Office, particularly Excel.
- Ability to plan, coordinate, and implement grant and reporting requirements.
Additional Requirements:
- Position requires sitting, bending, and standing with light to moderate lifting, usually not exceeding 2025 lbs.
- Visual demands of the job include reading materials in written form and on computer monitors.
- May require work beyond 40 hours a week depending on project needs.
- Some travel required.
