ABOUT
WHAT YOU WILL DO
- Assists the Director, Campus and Procurement Services, in procurement of goods and services in compliance with state statutes and College policies, which includes the following:
- Support competitive procurement processes, including informal bids, formal solicitations, and documentation retention;
- Coordinate purchasing activities, including requisitions, purchase orders, and related documentation;
- Review purchasing requests for completeness, accuracy, and compliance with College policies and state procurement requirements;
- Assist departments with procurement planning, vendor selection, and appropriate purchasing methods;
- Maintain purchasing and transportation files, contracts, and vendor documentation in accordance with record retention requirements;
- Serve as the primary point of contact for departments regarding purchasing and transportation procedures and requirements;
- Assist with audit requests related to purchasing, procurement, and transportation activities;
- Participate in procedural updates, training, and process improvements;
- Keep up-to-date on changes in state laws, College policies and departmental procedures in order to provide accurate information or assistance to College employees.
Transportation Services activities, including but not limited to:
- Oversee the transportation services for the College, including direct supervision of the Transportation
- Develop, manage, and oversee all policies and procedures related to motor vehicle operations (including recurring verification of driver licensing, driver eligibility, DOT certification, driver training and endorsements)
- Ensure compliance with all federal, state, and local laws and ordinances (including DOT regulations) affecting transportation and fleet operations
- Manage the College fleet inventory
- Serve as back-up in the absence of the Transportation Coordinator
- Perform other duties as assigned by the Director, Campus and Procurement Services
Overall Management and Leadership
- Manage daily team processing workloads to ensure completion of all requests within established department service level performance standards.
- Ensure team compliance with applicable College policies and procedures while providing exceptional customer service
- Oversee formal training plans for new and experienced staff
- Answer employee/customer questions and resolve escalations. Proactively identify issues before they arise and develop systems to optimize processes.
- Manage staff coaching and feedback and annual performance reviews
- Assist with the development, monitoring, and reporting on department key performance indicators.
- Assist the Director in providing leadership to the Campus and Procurement Services team.
COMPETENCIES
- Working knowledge of purchasing processes and documentation.
- Working knowledge of transportation services and fleet management.
- Knowledge of the District and College policies and procedures, and applicable local, state, and federal regulations related to Procurement and Transportation.
- Ability to read and interpret general business data, technical procedures, and state laws regulating purchasing.
- Working knowledge of Enterprise Resource Planning systems; Banner experience preferred.
- Excellent computer skills, including Microsoft Word, Excel, and financial software.
- Excellent collaborative skills
- Strong written and verbal communication skills
- High attention to detail and accuracy
- Ability to manage multiple priorities and deadlines
- Must be able to work independently, respect confidentiality, and maintain courtesy in dealing with students, faculty, staff, and visitors.
- Must possess a valid Texas Driver’s License, good driving record, and be insurable on TJC’s insurance policy
SUPERVISORY RESPONSIBILITIES
Work Environment: Normal working hours are Monday through Friday. Work outside of normal working hours is required; availability by email or phone.

Preferred Experience
- Experience in a higher education, governmental, or nonprofit purchasing environment.
- Knowledge of Texas purchasing laws, Texas Education Code, and state procurement requirements
- Experience with cooperative purchasing programs and bidding requirements
- Certification as a Certified Texas Contract Developer (CTCD) or equivalent
- Certified Texas Contract Manager (CTCM) or equivalent
