The Web Application Developer is a full-time position located at the Maryland Coordination and Analysis Center (MCAC) within the Artificial Intelligence Threats Division, Information Technology Branch. The Web Application Developer is a full-time professional responsible for the design, development, deployment, and ongoing maintenance of a web-based records management system supporting agency operations. Working primarily within the Microsoft Visual Studio integrated development environment (IDE), the incumbent will build and maintain a secure, scalable, and high-availability application backed by a Microsoft SQL Server database.This position is responsible for the full software development lifecycle, including requirements analysis, system and database design, application coding, quality assurance testing, deployment, documentation, and end-user support. The Web Application Developer will collaborate closely with internal stakeholders, analysts, and end users to translate business and operational requirements into reliable software solutions that effectively capture, organize, retrieve, and safeguard agency records.
Due to the nature of the work in this position, the candidate is required to pass a drug screening test and must possess (or be able to obtain and maintain) a government-issued top-secret security clearance and pass a criminal background check.
This position is primarily onsite, with the possibility of some remote work with supervisory approval.
Key Functions/Responsibilities/Tasks
Application Development and Programming
- Design, develop, and code web-based records management system features and modules using Microsoft Visual Studio IDE
- Write clean, efficient, and well-documented code in C#, ASP.NET Core, Razor Pages, JavaScript, HTML, and CSS
- Implement front-end interfaces and back-end business logic in accordance with established design patterns, security requirements, and project specifications
Database Design, Development, and Administration
- Design, build, and maintain the SQL Server backend database supporting the records management system
- Develop and optimize T-SQL queries, stored procedures, views, functions, indexes, and triggers
- Perform database schema design, data modeling, performance tuning, and integrity validation to ensure reliable and efficient data storage and retrieval
System Maintenance, Enhancement, and Troubleshooting
- Provide ongoing maintenance and support for the records management system, including diagnosing and resolving software defects, applying security patches, and implementing enhancements based on user feedback and operational needs
- Perform code refactoring and version updates to keep the application aligned with current standards and supported technologies
Testing, Quality Assurance, and Deployment
- Develop and execute unit tests, integration tests, and user acceptance test plans to validate functionality, performance, and security
- Manage source control using Git or comparable version control systems
- Coordinate and execute application builds, releases, and deployments to development, staging, and production environments
Requirements Gathering and Stakeholder Collaboration
- Meet with stakeholders, analysts, and end users to elicit, analyze, and document functional and technical requirements
- Translate business needs into technical specifications and development tasks
- Provide regular status updates, demonstrations, and progress reports to project leadership and end users throughout the development lifecycle
Documentation, Training, and Knowledge Transfer
- Develop and maintain comprehensive technical documentation, including system architecture, data dictionaries, API references, deployment procedures, and end-user guide
- Provide training and knowledge transfer to staff and support personnel. Ensure continuity of operations by documenting code, configurations, and operational procedures in accordance with agency standards

Three years of experience creating, developing, and / or managing a software system, administering enterprise-level systems, or other directly related experience.

Required Knowledge, Skills and Abilities
The successful candidate must demonstrate the following knowledge, skills, and abilities:
- Demonstrated proficiency developing web applications using Microsoft Visual Studio IDE, C#, and the ASP.NET Core framework (including Razor Pages and/or MVC)
- Strong working knowledge of Microsoft SQL Server, including database design, T-SQL programming, stored procedures, indexing strategies, and performance tuning
- Proficiency in front-end web technologies, including HTML5, CSS3, JavaScript, jQuery, and the Bootstrap framework for responsive user interface design
- Experience designing and developing records management, case management, or other data-intensive line-of-business applications with complex data relationships
- Knowledge of secure software development practices, including input validation, authentication, authorization, role-based access control, and protection against common vulnerabilities (e.g., OWASP Top 10)
- Ability to design normalized relational database schemas and to write efficient queries against large datasets while maintaining data integrity
- Working knowledge of source control and version management systems such as Git, including branching, merging, pull requests, and code review practices
- Experience with full software development lifecycle (SDLC) methodologies, including requirements analysis, design, development, testing, deployment, and maintenance
- Ability to interpret functional requirements, business rules, and user needs and translate them into clear technical specifications and working software solutions
- Skill in troubleshooting, debugging, and root-cause analysis for complex web applications and database issues across multiple environments
- Familiarity with web application deployment, hosting, and configuration in Microsoft Internet Information Services (IIS) and/or cloud environments
- Knowledge of session management, audit logging, password policy enforcement, and other access control mechanisms appropriate for sensitive information systems
- Ability to develop and maintain clear, accurate, and complete technical documentation, including data dictionaries, system diagrams, and end-user guides
- Strong written and verbal communication skills, with the ability to convey complex technical concepts to both technical and non-technical audiences
- Ability to work independently with minimal supervision, manage multiple priorities, and meet established deadlines in a fast-paced operational environment
- Demonstrated commitment to handling sensitive, confidential, and law enforcement information in accordance with applicable policies, laws, and regulations
- Ability to obtain and maintain any required background investigations, security clearances, and access authorizations associated with the position

**Employee may be required to work outside of normal duty hours including weekends and holidays or on call during outages, upgrades, significant or special events and during crises or high-level investigations related to terrorism and criminal activities.
**Employee works in an office environment and must be able to stand, bend, and squat; able to lift and move up to 50 lbs. as it pertains to files, supplies, personal office equipment, computers, etc.
