This position is responsible for planning, organizing, directing, supervising, and evaluating the Adult Services Program within the Department of Social Services. The employee provides administrative oversight for Adult Protective Services, Guardianship Services, Representative Payee services, In-Home Aide Services, Adult Care Home Case Management, Special Assistance programs, CAP/DA coordination, transportation coordination, and other adult-related programs administered by the agency.
This position provides direct supervision to professional social work staff, clerical support personnel, and the Computer Administrator I position. Responsibilities include program development, policy implementation, quality assurance, budget monitoring, staff development, regulatory compliance, community collaboration, and operational oversight of assigned staff and services.
Work involves interpreting federal, state, and local policies and ensuring compliance with all applicable laws, regulations, and confidentiality requirements. The employee serves as a member of the agency management team and participates in strategic planning, emergency operations, and departmental initiatives.
Essential Job Functions
Program Administration
- Plans, organizes, administers, and evaluates all Adult Services programs and activities.
- Develops and implements procedures consistent with federal, state, and county regulations.
- Monitors program outcomes, performance measures, and compliance requirements.
- Reviews reports, audits, and statistical data to ensure accuracy and program effectiveness.
- Assists in development and monitoring of program budgets and expenditures.
- Ensures compliance with North Carolina Adult Services policies and applicable statutes.
- Coordinates corrective action plans and quality improvement activities when necessary.
- Supervises Adult Services social work staff, clerical support staff, and the Computer Administrator position.
- Frequently provides after hours supervision for on-call social workers.
- Assigns work, establishes priorities, evaluates employee performance, and recommends disciplinary actions when necessary.
- Provides coaching, mentoring, and professional development opportunities for staff.
- Conducts regular staff meetings and case consultations.
- Ensures appropriate staffing coverage for agency operations and emergency situations.
- Participates in recruitment, interviewing, hiring, and onboarding of employees.
- Provides administrative oversight for Adult Protective Services assessments and evaluations.
- Reviews complex or high-risk adult services cases and provides consultation to staff.
- Ensures timely response to abuse, neglect, and exploitation reports involving disabled adults.
- Monitors guardianship and representative payee services for compliance and accountability.
- Coordinates with legal counsel, courts, medical providers, and law enforcement as necessary.
- Supervises clerical support operations associated with Adult Services programs.
- Oversees administrative workflows, records management, and documentation standards.
- Provides supervisory oversight to the Computer Administrator regarding departmental technology support, systems coordination, equipment management, and information security compliance.
- Coordinates technology-related operational needs with county IT staff and state systems personnel.
- Assists in implementation and maintenance of automated systems and reporting processes.
- Represents the agency at community meetings, committees, and interagency collaborations.
- Develops and maintains working relationships with healthcare providers, community agencies, advocacy organizations, and state partners.
- Assists with public education and outreach related to Adult Services programs.
- Responds to inquiries, complaints, and requests for information from the public and partner agencies.
- Participates in emergency preparedness and disaster response activities.
- Assists with agency-wide initiatives, accreditation activities, and operational planning.
- Performs other related duties as assigned by agency leadership.
Qualifications
KNOWLEDGES, SKILLS, & ABILITIES:
Thorough knowledge of methods and principals of casework supervision and training. Thorough knowledge of social work principles, techniques, practices and applications to casework and community problems. Considerable knowledge of social and economic factors in the community, and local services programs. Considerable knowledge of the principles and techniques of public administrations, including personnel administration, budgeting, and office management. Skill in directing a large staff of social workers and supervisors and related professionals and students engaged in a variety of services.
Required Minimum Training:
Master’s degree from an accredited school of social work and four years of social work or counseling experience, two of which were supervisory; or a bachelor’s degree in social work and five years of social work or counseling experience, two of which were supervisory; or a bachelor’s degree in a human services field or related curriculum including at least 15 semester hours in courses related social work or counseling and six years of social work or counseling experience, two of which were supervisory; or an equivalent combination of training and experience,.
