Joint Enabling Capabilities Command (JECC) is seeking a highly skilled and proactive Assessment Analyst. This position you will be a full-time member of JECC J3 and will provide support the JECC Campaign Plan (CP) assessment, USTRANSCOM Combatant Command Campaign Plan (CCP), the Annual Joint Assessment (AJA), Quarterly Availability Table submissions, and other operational assessments, as directed by commander JECC and/or higher headquarters. This position requires strong critical thinking capabilities, excellent briefing and writing skills, ability to extract, input, and analyze data from digital platforms/systems, and experience with quantitative and qualitative analytic techniques.
Key Responsibilities
- Support JECC CP assessment plan development and revisions, ensuring the assessment process is aligned with the JECC CP.
- Review higher plans, (e.g., National Security Strategy (NSS), Unified Command Plan (UCP), Contingency Planning Guidance (CPG), National Defense Strategy (NDS), Guidance for Employment of the Force (GEF), National Military Strategy (NMS), Joint Strategic Capabilities Plan (JSCP), Global Campaign Plan (GCP), Combatant Command JECC Support Services (CCMD) CPs, Functional Campaign Plans (FCPs), directives, and doctrine IAW government criteria
- Support the Operations Activities and Investments (OAI) lead in developing assessment plans for individual OAIs. This includes identifying OAI objective(s), key indicators, measures of effectiveness and measures of performance.
- Incorporate JECC Defense Readiness Reporting System (DRRS) submissions into assessment cycle.
- Develop trend analyses and interpret monthly assessment results.
- Provide draft monthly and annual assessments for each JECC CP Lines of Effort (LOE) based on the information collected, aggregated, and analyzed using the process outlined by the government.
- Assist the government in developing USTRANSCOM CCP assessments, AJA, Quarterly Availability Table, and other operational assessments products, processes, frameworks, performance and effectiveness.
- Provide subject matter expertise for JECC and J5, to include - but not limited to – JECC Strategy Forum, relevant JECC Battle Rhythm/Planning events, relevant USTRANSCOM CCP Battle Rhythm/Planning events, and associated war JECC Support Services games/exercises/conferences as directed by the government. Submit trip report using the format provided by the government in support of the assessment.
- TS/SCI clearance
- Former or retired Field Grade officer (O-4 to O-6) or DoW civilian equivalent (GS-13 to GS-15) with a minimum of 10 years of documented experience in Joint planning, operational-level headquarters (Combatant Command [CCMD]/Joint Task Force [JTF]), or the Joint Planning Process (JPP).
- Minimum three years as a Joint Qualified Officer (JQO) or civilian equivalent serving on a Joint, CCMD; or while serving on a Service-level staff at or above the Corps, Marine Expeditionary Forces (MEF), or service-equivalent.
- Graduate of DoW Joint Professional Military Education I (JPME I) program or civilian equivalent joint professional education. Equivalent joint professional education is defined as formal, certified training in Joint Doctrine and the JPP administered by a recognized DoW, Joint Staff, or Service-level institution.
- Minimum 9 semester hours (or academic equivalent) of undergraduate or graduate coursework in statistics, program evaluation, and/or quantitative analysis.
