Job Description:
Yuba Community College District is inviting applications for the Vice Chancellor of Education and Planning who will guide the District as it implements new and innovative approaches to providing world-class learning and teaching environments. The Vice Chancellor of Education and Planning will be entrepreneurial and results oriented, exhibit a commitment to student access, and committed to improving student success and achievement at District campuses and centers. BASIC FUNCTION: The Vice Chancellor of Education and Planning reports to the Chancellor and handles matters of institutional importance on the Chancellor's behalf. The individual in this position provides coordination and oversight in the development of defined core initiatives for the Yuba Community College District. Working with the College Presidents and other District administrators, the Vice Chancellor of Education and Planning provides overall management support, oversight and leadership for the District.
Essential Duties Summary:
DESCRIPTION OF RESPONSIBILITIES WILL INCLUDE BUT NOT BE LIMITED TO THE FOLLOWING:
As a member of the Chancellor's Executive Team, acts as senior advisor and chief of staff, leading, coordinating and integrating activities of the Chancellor's Cabinet.
Acts on the Chancellor's behalf in the Chancellor's absence and serves as Acting Chancellor when necessary.
Recommends, designs, establishes and maintains an effective organizational structure and staffing to accomplish the organization's goals and objectives.
Provides and directs integrated policy analysis and strategic consultation to the Chancellor and senior administration on strategic initiatives affecting California Community Colleges and the District.
Provides expertise and leadership in development of recommendations for District standards and processes related to educational programs and services.
Provides expertise and analysis to the District's colleges and to the executive staff for educational planning, research, outcomes assessment, improvement, and accreditation processes.
Coordinates information regarding District-related legal and compliance issues.
Advises the Chancellor and senior management on effective ways to position the District with civic and business leadership, alumni, and regional elected representatives.
Demonstrates sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students. ESSENTIAL

Establishes a Sense of Urgency: The Vice Chancellor of Education and Planning will work to establish and maintain among leaders, faculty, administrators and staff a healthy sense of urgency and motivation to improve student access and success.
Plans for Lasting Change: The Vice Chancellor of Education and Planning will have strong strategic ability to plan for change in ways that ensure broad buy-in and action that significantly improves student access and success.
Results-oriented: The Vice Chancellor of Education and Planning will develop and ensure effective implementation, routine assessment of progress and data-informed improvement to build a culture of inquiry and evidence to support a results-oriented approach across the district.
Effective Communicator: The Vice Chancellor of Education and Planning will effectively communicate and listen, strategically communicating in ways that foster strong relationships, develop shared priorities, and inspire trust and action.
Financial and Operational Ability: The Vice Chancellor of Education and Planning will identify needs and align resources and expenditures to achieve significantly improved results in student outcomes, implementing well-designed institutional changes at scale, and ensuring they are embedded for the long term.
Entrepreneurship: The Vice Chancellor of Education and Planning will work to identify and raise resources that support strategies for improving student access and success.
Leading Beyond College Boundaries: The Vice Chancellor of Education and Planning will reach beyond the district to guide the district and colleges to achieve broader aims for student success partnering with external partners achieving improvements in student readiness and success.
Required Qualifications:
MINIMUM QUALIFICATIONS: The successful candidate, by the final filing date, must possess the minimum qualifications for Educational Administrators as governed by the California Community Colleges Chancellor's Office:
Possession of a Master's degree; AND
One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.
Desired/Preferred Qualifications:
Doctoral degree preferred.
Three years of senior administrative experience, higher education preferred.
Experience in strategic planning, research, institutional effectiveness, grants management, policy and procedure development, state and federal reporting.
Knowledge of the California Education Code and Title 5.
Knowledge of working with HSI colleges (Hispanic-serving institutions).

Salary Range: $214,000 - $230,798 Annual
