Job Summary:
This job develops and articulates a clear vision and strategy for risk management, collaborates with stakeholders, inspires and leads teams, monitors risk exposure, and provides industry-leading guidance. It involves ensuring compliance and safeguarding the organization’s reputation.
Essential Responsibilities:
- Develop and articulate a clear vision and strategy for risk management aligned with PayPal's overall strategy.
- Collaborate with stakeholders to assess and mitigate risks impacting operations and assets.
- Inspire and lead teams to implement long-term sustainability and financial stability strategies.
- Monitor and evaluate risk exposure to ensure compliance and safeguard the organization’s reputation.
- Provide key inputs and guidance as an industry leader to influence decision-making at the executive level.

Ownership of
- Onboarding across consumer KYC, including identity matching, document verification, liveness/selfie flows, and watchlist screening
- Synthetic identity and bot detection and mitigation — models and policy that identify fabricated or manipulated identities at the point of application
- Step-up verification design and threshold governance for onboarding friction for consumer in PayPal and Venmo
- 1st party abuse and scam framework to mitigate loss severity and limitations both in early lifecycle monitoring for new accounts (90-day enhanced surveillance) and portfolio management
- Account takeover detection — login anomaly scoring, credential stuffing defense, session behavioral biometrics
- MFA and authentication strategy — enrollment rates, SIM swap detection, passkey/FIDO roadmap, delivering a graceful friction.
- Account change controls — cool-down windows, re-authentication gates for high-sensitivity field changes
- Compromised consumer account response playbook — freeze, notify, restore, and loss recovery
Qualifications
- 12+ years in financial services fraud, identity, or trust and safety, with at least 5 years in a senior leadership role
- Deep experience operating KYC programs to mitigate stolen identity and bots at scale, ideally within a regulated financial institution or large payments platform
- Hands-on experience with identity proofing technology — document verification vendors, biometric liveness, knowledge-based authentication
- Demonstrated ability to build and lead strategy teams as well as provide feedback and directions to the detection science teams
- Experience managing the tension between onboarding friction and conversion — fluency in false positive cost measurement
- Experience in working with Product and Engineering organizations to build out fraud risk systems to implement fraudulent strategies to manage user profile
- Familiarity with account takeover threat vectors including credential stuffing, SIM swapping, and session hijacking
Preferred background Financial institution (bank and wallet), large-scale consumer identity platform, or trust and safety at a major technology company. Regulatory experience with OCC or CFPB examination processes is a strong plus.
