Senior Full-Stack .NET Modernization Developer
Position Classification: Full-Time | Location: Atlanta, GA (Hybrid) | Division: Enterprise Applications & Data
Reporting to: Senior Director, Enterprise Applications, Data & Portfolio
What This Role Actually Is
DECAL's core licensing application is the original ASP.NET application that runs critical child care licensing and program eligibility workflows for the State of Georgia. We are actively modernizing it — lifting to .NET 8+, rearchitecting APIs, integrating Azure cloud services, and layering in React on the frontend. This is not a maintenance job. You will be the technical lead on that modernization, not a support resource. You will work on a small, focused team. That means you own what you build. You will design it, build it, test it, deploy it, document it, and support it in production. If you need someone to hand you tickets and watch over your shoulder, this is the wrong role.
Work Location
• Must be physically located in Georgia
• Hybrid: Tuesday–Thursday on-site at DECAL headquarters, Atlanta (subject to manager discretion)
• Mandatory in-person: All Hands, Enterprise Applications meetings, DECAL All Staff, and designated on-site milestones
What You Will Do
Application Modernization (Core of this Role)
• Lead the migration of legacy ASP.NET applications to ASP.NET MVC and .NET 8/.NET 10
• Refactor application architecture for maintainability, performance, and cloud readiness
• Design and evolve RESTful APIs — not just maintain them
• Develop and support Azure Function Apps and cloud-hosted services on Azure App Services
• Own SQL Server database work: schema design, query optimization, stored procedures, data cleanup, and version upgrades
Frontend & Integration
• Build and maintain React-based UI components as part of the modernization roadmap
• Strong understanding of Razor view engine for server-side UI rendering
• Integrate third-party services and internal APIs; document every integration cleanly
• Implement and maintain reporting using SSRS and Power BI
• Participate in AI integration initiatives — Azure Agentic AI services, Copilot tooling, and chatbot integrations where applicable
Quality, Documentation & Support
• Write code that your teammates can read and maintain six months from now
• Provide production support and own root-cause analysis when things break
• Maintain application documentation, deployment runbooks, and user-facing guides
• Participate in architecture reviews, code reviews, and sprint ceremonies
Required Qualifications

Experience
• 8+ years of professional .NET development experience — C#, ASP.NET MVC, Web API
• Demonstrated, hands-on experience migrating legacy ASP.NET applications to modern .NET (6, 7, 8 or 10) — not just exposure
• Production SQL Server experience: stored procedures, T-SQL tuning, schema migrations, data cleanup
• Azure hands-on: App Services, Function Apps, deployment pipelines, configuration management
• 5+ years delivering software in Agile (Scrum or Kanban) environments using ADO or GitHub
WHAT HANDS-ON MEANS HERE
• You have modernized a real application — not a proof of concept — from legacy ASP.NET to .NET 6/7/8/10
• You have designed and maintained RESTful APIs that external systems depend on
• You have debugged production issues independently, without a team lead walking you through it
Preferred Qualifications
These will make you effective faster. They are not dealbreakers, but they distinguish competitive candidates.
• React experience — specifically building components within an existing application, not greenfield
• Exposure to .NET 10
• Power BI or SSRS reporting development
• Experience with government, healthcare, or public-sector systems — you understand compliance, auditability, and data sensitivity
• Familiarity with ADA/WCAG 2.1 AA accessibility standards
• Exposure to Azure Agentic AI services or integration of AI-driven features in production applications
• Experience with middleware platforms such as Boomi or MuleSoft
• Background working with PII data and the security protocols that protect it
Education
• Bachelor's degree in Computer Science, Information Technology, or a related field — or equivalent work experience that demonstrates the same depth

About DECAL
The Georgia Department of Early Care and Learning administers programs for approximately 300,000 children across the state, including child care subsidies, Pre-K, nutrition programs, and licensing for 10,000+ providers. The Enterprise Applications & Data Division builds and maintains the systems that make those programs run. This role directly supports the core licensing platform at the center of provider licensing and eligibility. The work matters.
