Position: Director of Facilities
Reports to: President/CEO
Hours: Monday-Friday 8:00am - 5:00pm
Position Purpose: Works with the facility services team providing direction, leadership, and supervision. Plans, organizes, directs, and administers all activities involved in the operation, maintenance, safety and security of all facilities and grounds, as well as ensuring the reliable operation of all systems and equipment. Preserves the organization’s capital investments and coordinates the activities within all areas of construction and remodeling, including the provision of construction and technical assistance to other departments. Establishes goals, objectives, and standards of performance; develops and implements operating policies and procedures; interprets policies, standards, regulations, and codes. Acts as hospital facilities safety and security director.

Ensures that the hospital's facilities and property are maintained in the best possible condition; makes routine inspections; implements corrective action as necessary.

Maintains hospital and associated facilities in favorable working conditions relative to heat, light, power, air conditioning and other broad environmental features.

Directs remodeling and construction projects as assigned including planning, estimating, and negotiating with the various contractors and suppliers to best meet the hospital's needs and resources.

Recognizes unsafe acts or conditions and acts immediately; adequately monitors such acts/conditions until corrective action is implemented.

Assures proper and safe disposition of all hazardous waste as it is turned over to the Maintenance Department for disposal.

Coordinates development of hazardous materials handling, storage, and waste disposal procedures to comply with applicable safety regulations. Monitors proper use of those procedures.

Maintains operationally dependable emergency electrical power system.

Ensures that the plumbing systems are designed, installed, operated and maintained to provide an adequate and safe supply of water for all required facility operations and to facilitate the complete and safe removal of all wastewater.

Ensures that, where provided, boiler systems, medical gas systems, and medical/surgical vacuum systems are designed, installed, operated, and maintained in a manner to provide an adequate and safe supply for all required facility operations.

Ensures that safety devices are installed on all machines, equipment, bathrooms, etc., as necessary to protect the health and safety of patients and staff.

Establishes and maintains hospital-wide general safety, fire control/safety, security, and general emergency programs.

Coordinates scheduled hazard inspections in all departments.

Coordinates development of safety policies/procedures for all departments and their integration into the hospital-wide safety program.

Coordinates documented safety evaluation of all new equipment brought into the hospital and its' inclusion in the general safety program.

Coordinates response to product/equipment recall by manufacturer and documents response/action.

Maintains comprehensive knowledge of federal, state, and local standards and codes and the requirements of regulatory and accreditation agencies related to standards for plant operation, work standards for skilled personnel, materials, and equipment suppliers.

Assumes accountability for the operation, maintenance, and improvement of all physical plant facilities as well as the associated grounds, parking areas, and other properties in accordance with administrative guidelines, governmental regulations, and accreditation agency rules.

Checks repair, remodeling, construction work in progress to assure that workmanship meets standards and that plans, specifications, safety and building regulations are complied with.

Implements and manages conservation program to address management goals and objectives for efficiency and cost control.

Develops efficient, economical, and effective telecommunication system in conjunction with telephone company; provides internal guidance and supervision of telecommunications planning and operations.

Selects, develops, and maintains a highly qualified staff with demonstrated work related knowledge, skills, and abilities to ensure most effective utilization of manpower.
OTHER JOB DUTIES:

Assists in the orientation and development of personnel and students according to department and hospital needs as directed.

Monitors key results, standards, and performance measures to assure the efficient use of manpower and materials in the best interest of the hospital.

Considers impact on services and personnel and works with other departments to structure maintenance work assignments, construction schedules, and other project schedules to minimize disruption of hospital operations.
QUALIFICATIONS: (Minimum Education and Experience)

A minimum of 5 years of related facility services experience.

Five or more years of experience in hospital facilities management, plant operations and or property management services preferred.
KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the legal and technical aspects of engineering specifications, building and safety regulations as they relate to healthcare facilities.

Knowledge of federal, state, and local standards and codes and the requirements of regulatory and accreditation agencies as they relate to healthcare facilities.

Possesses good oral and written communication skills.

Work involves much one-to-one contact with departmental and hospital staff and with outside vendors and suppliers of a variety of services.
