Job Description
AECOM is looking for a Public Assistance (PA) Project Delivery Manager to join our team to be scheduled/deployed as work becomes available. A Public Assistance (PA) Project Delivery Manager will assist local, state, tribal, and/or territorial clients with FEMA Public Assistance and Hazard Mitigation following a presidentially declared federal disaster. In this role, individuals will be responsible for working directly with clients to identify and develop projects, providing technical support and expertise in the development, submittal, and coordination of project documentation for FEMA review and approval. This position will be offered on a contingent basis, pending client request.
Responsibilities
- Guide assigned clients through navigating FEMA Public Assistance (PA) and related recovery programs from declaration to funding approval.
- Interpret and apply 44 CFR, Stafford Act, FEMA Public Assistance Program and Policy Guide (PAPPG) and other applicable rules and regulations to evaluate project documentation and develop project worksheets (PWs) to support eligibility, scope accuracy, and cost reasonableness.
- Utilize FEMA Grants Portal to track progress, flag risks, and ensure data integrity.
- Lead project team in client assistance and support, including project identification, development, extension requests, for additional information, and appeals, as applicable.
- Monitor project activities against prescribed deadlines.
- Coordinate with architects, engineers, and construction managers as needed to verify quantities, develop cost estimates, and reconcile discrepancies between site inspections and documentation.
- Draft and deliver program-specific operational guidance to sub-recipients.
- Deliver customer service through day-to-day interactions with FEMA, state emergency management officers, and sub-recipients.
- Maintain timely delivery while providing quality deliverables in compliance with AECOM quality standards.
Minimum Requirements
- BA/BS degree from an accredited university and 6+ years of relevant experience and or demonstrated equivalency of experience and education.
Preferred Qualifications
- Experience delivering PA Assistance on at two or more previous disasters.
- Experience and practical knowledge of FEMA Categories and project worksheet development.
- Possess flexibility to respond to and manage different tasks, often with competing priorities.
- Excellent verbal and written communication skills.
- Ability to work in a team environment.
- Strong work ethic and ability to work independently.
- Under minimal direction, performs comprehensive duties that require extensive and diversified experience and the ability to make independent decisions.
- Resolves problems using advanced techniques and procedures.
- Strong knowledge and experience in established process procedures utilizing enterprise content management system.
- Able to extract reports and perform queries from enterprise content management system.
- This may be a lead position on a small project or of a group; therefore, basic leadership skills are required.
- May train lower level document control staff as required.
- Ability to supervise and evaluate assigned staff as required.
