Brief Job Description:
The Director of Fiscal and Systems Support reports to the Associate Commissioner of IDD Services & PASRR and provides highly advanced senior-level managerial, consultative services and technical assistance to the department. Plans, assigns, and supervises the work of a team of budget, data, IT, and fiscal monitoring staff. Oversees and prepares objective reports; reviews and approves financial and other reports and studies; formulates strategic solutions to fiscal, data, and IT problems; and advises the Associate Commissioner accordingly. Directs continuous program and process improvement and identification of opportunities for program operations to improve services and/or reduce costs. Establishes and evaluates program operations and service delivery benchmarks. Directs and oversees special projects and assignments from the Associate Commissioner. Works under minimal direction with extensive latitude for the use of initiative and independent judgment. Performs related duties as assigned.

Directs the development of policies, procedures and guidelines related to IDD financial, data, IT and legislative activities/mandates. Serves as a member and advisor to the IDD Services & PASRR leadership team for financial, data, IT and other operational matters. Develops work plans, resource plans, risk assessment/mitigation plans and communication plans. Elevates issues to Associate Commissioner of IDD Services & PASRR and other senior leadership as appropriate. (20%)

Provides support on IT projects, from identifying the need to identifying and requesting potential funding to supporting the project manager, product owner, and program staff. Communicates with Community Services Operations and HHSC IT staff. (20%)

Provides consultation on all applicable IDD data systems and processes. Oversees programmatic service encounter data reporting. Provides backup to the data analyst by running scheduled reports and responding to ad hoc data requests as needed. (20%)

Supervises the manager of a team of fiscal monitors. Supports monitoring activities, to include completing the review schedule each year, supervising the completion and organization of working papers (e.g., financial history, financial ratios, Report III, previous reports) and work plan, reviewing LIDDA single audit reports, and providing support during onsite and desk monitoring reviews as needed. Identifies financial non-compliance issues through research, analysis, and reviews. Provides technical guidance regarding contractor's fiscal viability to internal and external stakeholders. May conduct or assist in the fiscal reconciliation of revenues and expenditures of assigned contractors in participation of annual closeout activities. Communicates as needed with other units, departments, and divisions regarding mutual contractors. (20%)
