Align your credentials with Texas state requirements
Texas Health and Human Services Commission often requires PMP certification or equivalent for project management roles. Get your certification documented and verify your foreign credentials are evaluated by a NACES-approved agency before applying.
Target roles tied to active health programs
HHSC runs large Medicaid, CHIP, and behavioral health programs with ongoing implementation cycles. Project Manager openings tied to these programs tend to have stronger sponsorship justification because they require specialized healthcare IT or compliance experience.
Use Migrate Mate to filter open roles by sponsorship
HHSC posts Project Manager positions across multiple program areas at once. Use Migrate Mate to identify which open roles have an active sponsorship history so you can prioritize applications that align with your visa timeline.
Prepare your LCA documentation early in negotiations
Once HHSC extends an offer, the Labor Condition Application process with the DOL must be completed before USCIS reviews your H-1B petition. Ask HR early whether they use in-house counsel or an external immigration firm to avoid timeline surprises.
Frame your resume around government project frameworks
HHSC project teams frequently operate under Texas Department of Information Resources standards and federal grant compliance rules. Highlighting experience with structured project methodologies like PMBOK or Agile in regulated environments directly addresses what hiring managers prioritize.
Clarify cap-subject status before your H-1B is filed
State government agencies like HHSC are not cap-exempt employers, so your H-1B petition enters the annual USCIS lottery if you have not previously counted against the cap. Confirm this with HR before accepting an offer to plan your start date realistically.

Find Project Manager at Texas Health and Human Services Commission JobsFrequently Asked Questions
Does Texas Health and Human Services Commission sponsor H-1B visas for Project Managers?
Yes, Texas Health and Human Services Commission has an established record of sponsoring H-1B visas for Project Manager roles. Sponsorship is tied to specific program needs, so availability varies by position and business unit. Roles connected to Medicaid, CHIP, or large technology modernization programs tend to have the clearest sponsorship pathway for qualified international candidates.
How do I apply for Project Manager jobs at Texas Health and Human Services Commission?
Applications for HHSC positions are submitted through the Texas state government jobs portal at capps.hhs.texas.gov. You'll need to create a profile, upload your resume, and complete any required state application forms. Roles often list specific program areas, so read each posting carefully to match your experience. Migrate Mate surfaces open Project Manager roles at HHSC filtered for sponsorship history, which helps you prioritize where to apply.
Which visa types are commonly used for Project Manager roles at Texas Health and Human Services Commission?
The H-1B is the primary visa category HHSC uses for sponsored Project Manager hires, as the role qualifies as a specialty occupation requiring at least a bachelor's degree in a related field such as business, information systems, or healthcare administration. Candidates already holding O-1 or TN status may also be eligible, depending on nationality and qualifications, though H-1B is the standard pathway here.
What qualifications and experience does Texas Health and Human Services Commission expect for Project Manager roles?
HHSC typically looks for a bachelor's degree in business administration, information technology, public health, or a related field, combined with demonstrated experience managing complex projects in a regulated environment. PMP certification is frequently listed as preferred or required. Experience with healthcare programs, government compliance frameworks, or enterprise software implementations strengthens your candidacy significantly for roles tied to Medicaid or behavioral health programs.
How do I understand the H-1B filing timeline if I receive an offer from Texas Health and Human Services Commission?
Because HHSC is a cap-subject employer, H-1B petitions must be submitted during the annual filing window, with USCIS typically opening registration in March for an October 1 start date. If you receive an offer outside that window, you and HR will need to plan around the next available cap season. Confirm whether HHSC will file for premium processing, which reduces USCIS adjudication time to 15 business days and provides more timeline certainty.
