Your Role: Sr. Contracts Analyst
What You’ll Do
The Sr. Contract Analyst is responsible for the review, administration, compliance monitoring, and enforcement of public and private contracts with a primary emphasis on prevailing wage requirements. This position works across the full contract lifecycle — from pre-award review and solicitation support through post-award monitoring, payroll auditing, and closeout — ensuring conformance with applicable federal, state, and local labor standards including the Davis-Bacon Act, related acts (DBRA), the McNamara-O'Hara Service Contract Act (SCA), and applicable state prevailing wage statutes. This role serves as a central resource for subcontractors, project owners, internal departments, and agency stakeholders on contract terms, compliance obligations, wage requirements, and labor standards enforcement.
- Manage end-to-end contract execution activities for assigned contracts, tracking approvals, resolving execution issues, and ensuring adherence to established timelines and internal control requirements
- Review subcontract agreements to ensure accurate incorporation of prime contract flowdown clauses, supporting negotiation of subcontract agreements and maintaining compliance with client requirements and regulatory standards
- Coordinate with Legal, Procurement, and Project Management to support contract alignment, resolve discrepancies and ambiguities, and ensure consistency across all contractual layers prior to execution
- Lead resolution of moderately complex contract administration issues, applying sound knowledge of contract terms, policies, and procedures while collaborating across engineering, procurement, legal, and project teams
- Maintain and review contract records for accuracy, completeness, and compliance, performing quality checks within contract management systems and supporting consistency of documentation practices across all project types
- Apply and interpret applicable prevailing wage laws including the Davis-Bacon Act, DBRA, McNamara-O'Hara Service Contract Act, and state prevailing wage statutes, ensuring contract solicitations and executed agreements incorporate required wage determinations, labor standards provisions, and compliance clauses
- Review, analyze, and audit certified payroll records submitted by subcontractors for accuracy, completeness, and compliance with applicable wage rates and worker classifications, identifying violations, calculating back wages owed, and initiating enforcement actions including written findings, cure notices, and debarment referrals as appropriate
- Conduct desk and field audits of payroll records, fringe benefit documentation, apprenticeship certifications, and apprentice-to-journeyperson ratios, maintaining accurate audit logs and case files in compliance tracking systems
- Monitor subcontractor compliance with labor standards, apprenticeship ratios, fringe benefit obligations, and posting requirements, conducting on-site inspections and worker interviews to verify proper wage payment and worker classification
- Process requests for additional worker classifications and prepare documentation for submission to the DOL or applicable state agency
- Evaluate vendor insurance documentation and contract compliance across assigned projects, reviewing for adherence to internal policies and project-specific requirements, identifying deviations, and escalating risks as necessary
- Prepare compliance reports, audit summaries, and enforcement statistics for internal stakeholders and oversight agencies, generating dashboards from contract and compliance systems to support management oversight and program reporting
- Assist in responding to audits, public records requests, and legislative inquiries from federal or state agencies
- Serve as the primary point of coordination between project, technical, and support teams, representing contract administration during project calls, providing status updates, identifying risks, and coordinating follow-up actions with appropriate stakeholders
- Serve as the primary point of contact for contractors, subcontractors, project owners, and internal departments regarding contract terms and prevailing wage obligations, participating in pre-construction and pre-performance meetings to communicate compliance requirements
- Analyze contract terms to support negotiations and risk management, providing data-driven insights that align with company policies and support favorable project outcomes
- Review documentation received from third parties and external counsel related to legal matters, escalating high-priority items when necessary
- Enter and maintain accurate contract and compliance data in contract management systems, databases, and tracking tools, identifying process improvements and recommending updates to workflows, templates, and compliance tracking procedures.
What You Bring:
Education: High School Diploma / GED
Experience:
Required Qualifications:
- Minimum 7+ years of experience in contract administration, contract analysis, prevailing wage compliance, labor standards enforcement, payroll auditing, or a closely related role with at least 3 of the years in prevailing wage including demonstrated experience reviewing and auditing certified payroll records and applying Davis-Bacon Act, DBRA, or state prevailing wage requirements. This also includes working knowledge of general contract principles, and terms and conditions
Travel Required: Minimal
Preferred Qualifications:
- Associate's degree in Business Administration, Public Administration, Labor Relations, Finance, Construction Management, Legal Studies, or a related field is preferred
- Familiarity with apprenticeship program compliance and apprentice-to-journeyperson ratio enforcement is preferred
- Prior experience in public sector procurement, construction project administration, labor relations, or public works contracting
- Experience with contract management, compliance tracking systems, or ERP systems
- Professional certification such as Certified Payroll Professional (CPP) or Certified Professional Contracts Manager (CPCM)
Skills:
- Strong analytical skills with the ability to perform and verify detailed payroll and wage computations
- Proficiency in Microsoft Office Suite including Excel, Word, and Outlook
- Effective written and verbal communication skills with the ability to explain regulatory and contractual requirements clearly to contractors, workers, and project stakeholders
- Strong organizational skills and the ability to manage multiple contracts and cases simultaneously under deadline pressure
- High degree of integrity, objectivity, and discretion when handling compliance matters and enforcement activities
- Bilingual proficiency is a plus
