GENERAL DESCRIPTION:
Under the direction of the Chief of Public Housing Programs and Compliance or their designee, the Assistant Director is responsible for managing the day-to-day operations of a portfolio of public housing developments comprising between 2,500 and 4,000 units. Responsibilities include supervision of Public Housing Management staff, oversight of customer service, lease enforcement, and program compliance; including, but not limited to, annual and interim recertifications. This position works in close partnership with maintenance teams to ensure properties are safe, clean, and well-maintained.
DUTIES & RESPONSIBILITIES:
- Oversees the effective management of public housing programs and developments, including rent collection, lease compliance, recertification, reporting, staff training, and other routine management functions.
- Directly supervises lead Property Managers within the assigned region to set and monitor staff performance, support professional development, and ensure achievement of goals and metrics.
- Reviews and submits performance reports for assigned staff on a regular basis to ensure compliance with reporting requirements and established performance standards.
- Identifies staff development and training needs; develops and delivers training in those areas as needed.
- Collaborates with residents, management, and Public Safety to ensure adequate security is maintained at all developments and resident safety is prioritized.
- Works collaboratively across regions and departments to ensure Agency goals are met or exceeded.
- Develops and implements resident services programs at assigned developments in coordination with the Community Services Department.
- Monitors and manages private management contracts as required.
- Provides direction, leadership, guidance, and mentoring to all assigned staff.
- Implements sound planning and budgeting practices in accordance with Agency policies and procedures.
- Engages with resident organizations to inform policy development and resolve development-level issues.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS & EXPERIENCE:
A Bachelor’s Degree and at least 12+ years of housing management experience are required. 5+ years of professional experience in providing service to low-income populations and in dealing with constituencies with diverse ethnic backgrounds is required. Excellent written and oral communication skills. Ability to use basic Windows word processing and spreadsheet applications required.
