Align your legal credentials to J-1 categories
The Trainee category fits legal professionals within five years of graduating or gaining post-degree experience. The Specialist category suits those with at least one year of specialized legal expertise. Clarify which category your background supports before approaching host employers.
Document your bar admission and legal training history
Host legal departments need to verify that your training plan adds measurable skills beyond what you already hold. Prepare a detailed chronology of your admitted jurisdictions, prior legal roles, and practice area focus before any sponsor reviews your DS-2019 application.
Search for J-1-receptive legal employers on Migrate Mate
Use Migrate Mate to filter U.S. employers actively open to J-1 exchange visitors in legal roles. Searching by role type surfaces in-house teams and law firms with prior J-1 hosting experience, saving you outreach to employers unfamiliar with the program.
Confirm the host employer will sign a training plan
Before accepting an offer, verify that the legal department will complete and sign a formal training plan with your designated sponsor organization. Without an approved training plan, no DS-2019 can be issued, regardless of how strong your credentials are.
Check for a two-year home residency requirement
J-1 Trainee and Specialist participants whose program is government-financed or whose home country appears on the Exchange Visitor Skills List may face a two-year home residency requirement before switching to H-1B or green card status. Confirm your obligation with your designated sponsor before accepting an offer.
Negotiate a start date that accommodates DS-2019 processing
Sponsor organizations typically need four to six weeks to review your training plan and issue the DS-2019. Build that window into your offer negotiation so your legal department isn't expecting you on-site before your documentation is complete.

Find Assistant General Counsel JobsAssistant General Counsel J-1 Visa: Frequently Asked Questions
Which J-1 program category applies to Assistant General Counsel roles?
Most international legal professionals in Assistant General Counsel positions qualify under the Trainee or Specialist category. Trainee applies if you're within five years of your law degree or equivalent post-degree experience. Specialist applies if you have at least one year of specialized legal expertise and are not primarily a recent graduate. Neither category is suited for candidates seeking long-term employment rather than structured professional training.
Who actually sponsors the J-1 visa for an Assistant General Counsel position?
The visa sponsor is a U.S. Department of State-designated organization, such as Cultural Vistas, CIEE, or IIE, not the hiring employer. The law department or company where you'll work is the host organization. The designated sponsor issues your DS-2019, monitors your training plan compliance, and acts as the official point of contact with the State Department throughout your program.
How do I find U.S. legal employers open to hosting J-1 exchange visitors?
Migrate Mate lets you search U.S. employers and roles filtered by visa-type openness, including J-1 sponsorship, so you can identify in-house legal teams with relevant hiring history. Targeting employers who have hosted J-1 participants before significantly shortens the onboarding conversation, since those legal departments already understand the training plan and DS-2019 requirements.
Does the two-year home residency requirement affect Assistant General Counsel J-1 participants?
It can. If your J-1 program is funded by your home government, the U.S. government, or if your home country appears on the Exchange Visitor Skills List, you may be required to return home for two years before applying for H-1B status or permanent residence. Legal professionals from countries with active skills list designations should confirm their obligation with the designated sponsor before accepting an offer, since a waiver process exists but is not guaranteed.
What does a J-1 training plan need to cover for a legal role?
The training plan, typically filed on Form DS-7002, must outline the specific legal skills you will develop that you could not gain in your home country, the phases of your training, the supervision structure, and measurable performance benchmarks. For Assistant General Counsel positions, this often covers substantive areas like U.S. corporate governance, regulatory compliance, contract negotiation, or litigation support. The host employer's legal department and the designated sponsor review and co-sign the plan before the DS-2019 is issued.
