Align your training plan with contract administration
Your DS-2019 requires a structured Training Plan (Form DS-7002) detailing the skills you'll develop. Map your learning objectives to contract lifecycle tasks like drafting, negotiation, and compliance tracking so the plan satisfies your designated sponsor's review.
Target host employers in procurement-heavy industries
Government contractors, construction firms, and healthcare systems routinely hire Contract Administrators and have existing HR infrastructure for hosting exchange visitors. Filtering by industry on Migrate Mate narrows your search to organizations already familiar with J-1 host responsibilities.
Verify your J-1 category before approaching employers
If you're currently enrolled in a degree program, the Intern category applies. If you've graduated within the past 12 months and have prior contract-related work experience, the Trainee category fits. Presenting the wrong category to a host employer creates delays before USCIS and your designated sponsor even review anything.
Check whether your host employer must be E-Verify enrolled
Some designated sponsor organizations require host employers to be E-Verify enrolled as a condition of issuing a DS-2019. Confirm this requirement with your sponsor early, then verify your prospective employer's enrollment status through E-Verify before accepting an offer.
Clarify the two-year home residency requirement upfront
Contract Administrator J-1 placements funded by your home government or involving certain exchange programs can trigger a two-year home-country residency requirement after your program ends. Ask your designated sponsor whether this applies to your specific situation before signing a training agreement.
Confirm wage compliance before your training plan is submitted
Your host employer's offered compensation must reflect prevailing wage levels for Contract Administrators in that location. Cross-reference the role against the OFLC Wage Search and O*NET occupation data before your designated sponsor submits your training plan to DOL for review.

Which J-1 program category fits a Contract Administrator role?
The Trainee category applies if you've completed a degree or post-secondary credential in a relevant field like business, law, or supply chain management and have at least one year of related work experience. If you're still enrolled in a degree program and the placement is part of your curriculum, the Intern category may apply instead. Your designated sponsor confirms which category fits your specific background.
Who actually sponsors my J-1 visa as a Contract Administrator?
The visa sponsor is a U.S. Department of State-designated organization, not your host employer. Organizations like Cultural Vistas or AIPT issue the DS-2019 form, approve your Training Plan, and monitor your program compliance. The company where you perform contract administration work is the host organization. These are two separate relationships, and conflating them causes problems during the application process.
How do I find host employers open to J-1 exchange visitors in this field?
Most Contract Administrator job postings don't mention J-1 sponsorship directly, so filtering by sponsorship status matters. Migrate Mate lets you search roles and employers in the United States that align with J-1 exchange visitor programs, saving you from applying to positions where J-1 hosting is a non-starter. Government contractors and procurement-heavy companies are among the more J-1-receptive employers in this sector.
What goes into the Training Plan for a Contract Administrator J-1 placement?
Form DS-7002 requires a phase-by-phase breakdown of what you'll learn during your exchange program, including contract drafting, vendor negotiation, regulatory compliance, and dispute resolution procedures. Each phase needs defined timelines, supervision arrangements, and measurable learning objectives. Your designated sponsor reviews and approves the Training Plan before issuing the DS-2019, so vague or generic plans typically get sent back for revision.
Can a Contract Administrator J-1 exchange visitor change host employers mid-program?
Changing host employers during an active J-1 program requires your designated sponsor's approval and a revised or new DS-2019. You can't simply start working at a different company without going through this process. The new host must agree to the training obligations, and your sponsor must confirm the placement still meets program requirements before the change is authorized. Unauthorized transfers can jeopardize your J-1 status.
