Align your credentials with J-1 program categories
Map your degree and work history to either the Trainee or Specialist category before applying. Trainee requires a degree plus one year of experience, while Specialist requires five years of progressive expertise in instructional design or learning development.
Target employers with established training infrastructure
Host organizations running internal academies, onboarding programs, or leadership development initiatives are most likely to have the structured training plans that J-1 Trainee and Specialist categories legally require for DS-2019 issuance.
Search for J-1-friendly Learning Program Manager roles on Migrate Mate
Use Migrate Mate to filter U.S. employers actively posting Learning Program Manager positions that align with J-1 sponsorship pathways, so you spend time on opportunities where exchange visitor hiring is already part of the organization's practice.
Confirm the host employer will sign a training plan
Before accepting an offer, verify your host employer will complete a formal Training and Internship Placement Plan. Designated sponsors such as Cultural Vistas or CIEE require this document to issue your DS-2019, and incomplete plans delay approval.
Check your country for the two-year home residency requirement
Certain Specialist and Trainee participants must return home for two years after program completion before changing to H-1B or another work visa. USCIS and your designated sponsor can confirm whether your nationality or funding source triggers this condition.
Prepare an experience portfolio benchmarked to O*NET
Review the O*NET profile for Learning and Development Specialists to identify the competencies your application must demonstrate. Sponsors and host employers assess whether your background matches recognized occupational standards before validating your exchange program eligibility.

Find Learning Program Manager JobsLearning Program Manager J-1 Visa: Frequently Asked Questions
Which J-1 program category fits a Learning Program Manager role?
The Trainee category applies if you hold a degree in education, instructional design, or a related field plus at least one year of relevant work experience. The Specialist category fits professionals with five or more years of progressive learning and development expertise. Your designated sponsor determines which category your background qualifies for based on program objectives and your training plan.
Who actually sponsors the J-1 visa for this role, the employer or a separate organization?
The hiring company is your host employer, not your visa sponsor. A U.S. Department of State-designated organization, such as CIEE, Cultural Vistas, or IIE, acts as the official sponsor by issuing the DS-2019 and monitoring your program compliance. Your employer must cooperate with that sponsor's requirements but does not hold the sponsoring designation itself.
How do I find U.S. employers open to hosting J-1 exchange visitors in this role?
Migrate Mate lets you search Learning Program Manager positions posted by U.S. employers whose hiring practices align with J-1 exchange visitor pathways. Because the designation sits with a sponsor organization rather than the employer, identifying hosts willing to coordinate with a designated sponsor is the practical first step in your job search.
What does the training plan requirement mean for Learning Program Manager applicants?
Designated sponsors require a completed Training and Internship Placement Plan before issuing a DS-2019. For a Learning Program Manager role, this document must describe specific learning objectives, mentorship arrangements, and the structured activities you will complete. Generic job descriptions do not satisfy this requirement. Your host employer and designated sponsor draft the plan together before your program begins.
Can a J-1 exchange visitor in this role transition to an H-1B visa afterward?
A transition to H-1B is possible, but only if you are not subject to the two-year home residency requirement under INA Section 212(e). Nationals of certain countries and participants funded by their home government may be required to return home for two years before changing status. USCIS reviews your DS-2019 and program funding source to determine whether this condition applies to you.
