Frame your training plan around operations methodology
Your DS-2019 training plan must justify every phase of your U.S. placement. Document specific competencies you'll develop, such as Agile project management, cross-functional coordination, or ERP system implementation, that aren't available in your home country.
Distinguish Intern from Trainee eligibility before applying
The Intern category requires current enrollment in a degree program. If you've already graduated, you qualify as a Trainee, which allows up to 18 months for business and industrial training. Applying under the wrong category delays your DS-2019 issuance.
Search for host employers using Migrate Mate
Use Migrate Mate to find U.S. operations and project management roles at employers familiar with J-1 hosting requirements. Filtering by role type helps you target host organizations that have structured training environments, which designated sponsors require before issuing your DS-2019.
Confirm host employer eligibility with your designated sponsor
Not every employer qualifies as a J-1 host. Your designated sponsor, whether Cultural Vistas, AIPT, or another State Department-authorized organization, must evaluate the employer's training capacity and compliance posture before countersigning your training plan.
Check whether your role triggers the two-year home residency requirement
Operations project managers funded by a government agency or on a skills-shortage list may face the two-year home residency requirement after their J-1 ends. Verify your situation early, since this affects whether you can transition to an H-1B or other work visa without a waiver.
Benchmark your training wage against DOL prevailing rates
J-1 Trainees must receive compensation comparable to U.S. workers in the same role. Use the OFLC Wage Search to verify prevailing wages for operations project manager positions in your target city before your host employer finalizes your training offer.

Find Operations Project Manager JobsOperations Project Manager J-1 Visa: Frequently Asked Questions
Which J-1 program category fits an Operations Project Manager role?
Most operations project managers enter on the J-1 Trainee category if they've completed a degree within the past 12 months or have at least one year of relevant work experience outside the U.S. Current students pursuing a degree in business, operations, or a related field typically qualify under the Intern category instead. The category determines your maximum program length and which designated sponsors can issue your DS-2019.
Who actually sponsors the J-1 visa for this type of role?
The visa sponsor is a U.S. Department of State-designated organization, such as Cultural Vistas or AIPT, not the hiring employer. The employer acts as the host organization, providing the training environment and signing the training plan. The designated sponsor issues your DS-2019, monitors your compliance throughout the program, and holds legal responsibility for your exchange visitor status.
How do I find U.S. employers that can host J-1 operations professionals?
Migrate Mate lets you search for operations and project management positions at U.S. employers familiar with J-1 hosting arrangements. Since J-1 hosting requires the employer to support a structured training plan and cooperate with a designated sponsor, targeting employers who already understand exchange visitor requirements saves significant time during the offer and placement process.
What does the J-1 training plan need to include for an operations role?
Your training plan, submitted to your designated sponsor on Form DS-7002, must describe specific skills you'll develop phase by phase, not just general job duties. For an operations project manager, this means outlining training in areas like workflow optimization, stakeholder coordination, budget tracking, or supply chain management, and explaining why equivalent training isn't available in your home country.
Can I transition from J-1 Trainee to another work visa after my placement ends?
Yes, but only if you aren't subject to the two-year home residency requirement under INA Section 212(e). Operations professionals whose J-1 was funded by a home-country government or whose occupation appears on the Exchange Visitor Skills List may need to return home or obtain a waiver before applying for an H-1B, L-1, or immigrant visa. USCIS and the State Department both review waiver applications, and processing can take several months.
