The IT Network & Telecoms Journey is the agency’s sole point of accountability for delivering reliable voice connectivity across a complex environment that includes call centers, cloud services, remote staff, and millions of resident-facing interactions. About the division:
The Enterprise Technology Services (ETS) division is the agency’s designated technology provider for the HCA. ETS delivers innovative Information Technology (IT) solutions for enterprise-class business solutions (i.e., applications, data, and business processes) that support the mission of HCA’s divisions and business program groups. HCA maintains a highly complex IT infrastructure environment that involves multiple on-premises locations and multiple cloud service providers. Agency staff rely on network connectivity to perform their daily work, and most staff are working in a hybrid on-premises/remote capacity. The Enterprise Voice Services (EVS) team within the Enterprise System Services section is solely accountable for delivering highly reliable infrastructure services supporting telephony access and voice connectivity.
About the position:
This position serves as a journey-level network and telecommunications position for the agency in the planning, designing, configuring, and architecting of the agency’s network and telecommunications infrastructure used for the transmission of information in voice, data and/or video formats. The ITNT-J is responsible for maintenance and oversight of high-risk, mission critical network hardware and software and for the overall day-to-day maintenance and improvements to the agency IT infrastructure.
This position is eligible to telework but is occasionally required to report on-site to meet business needs. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.
Duties
Some of what you will do:
- Provides Tier 2 and some Tier 3 support for network connectivity, network security, wireless service degradations and outages.
- Uses intermediate networking/infrastructures development knowledge to analyze system logs to proactively identify potential issues for appropriate mitigation.
- Troubleshoots network issues brought about by configuration changes, problems with third-party network connectivity providers and hardware failures.
- Identify technical workaround solutions for identified failures and system errors to maintain service availability until a permanent fix can be implemented.
- Applies intermediate technical knowledge to prioritize service requests, change requests and associated tasks, incidents, and problems.
- Modifies and maintains approved complex network systems for deployment including installation and testing.
- Conduct trend analysis using monitoring tools and utilizing advanced techniques, make recommendations to improve system performance and efficiency.
- Configure, implement, and/or utilize management network protocols such as TACACS+, RADIUS, SNMP and AAA.
- Implement approved complex access control rules to securely segment network traffic and/or system access within and between different environments on premises and cloud network/computing environments.
- Responsible for the maintenance and repairs of physical network equipment located within the state’s Data Center and HCA’s office locations.
- Monitor site-to-site VPN connectivity between HCA and Cloud Data Centers.
- Maintain documentation to include firewall configurations, access control lists, IP network schemas, network diagrams, and equipment locations and inventories.
Qualifications
Required qualifications:
Qualifying candidates will meet one of the following criteria options:
Option 1:
Bachelor’s degree or higher in Network Engineering, Information Systems, Computer Science, IT, or related field and three (3) years of the required experience below.
Option 2:
Associate degree in a field identified above, and five (5) years of the required experience below.
Option 3:
Seven (7) years of the required experience below.
Option 4:
Three (3) years as an Entry Level IT Professional in state service.
Note: A Master’s degree in IT, Computer Science, or IT related field may substitute for experience.
The required experience includes the following:
- Recent or progressive (continuing to grow professionally) professional IT Experience analyzing, designing, installing and/or maintaining Cisco (LANs & WANs) network infrastructure equipment.
- Application architecture for medium to large networks.
- Providing IT customer or technical support.
Required competencies:
- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
Preferred qualifications:
Operational experience in designing, administering, configuring and/or troubleshooting the following:
- Cisco switches & routers
- Cisco Identity Services Engine (ISE)
- Cisco Prime Infrastructure
- PaloAlto firewalls
- Orion SolarWinds
- Net Flow Tools
Possess certifications and formal training in network technologies such as:
- Cisco Certified Network Associate (CCNA)
- Cisco Certified Design Associate (CCDA)
- Cisco Certified Network Professional (CCNP)
- Wireshark Certified Network Analyst (WCNA)
- ITIL Foundations Certification
