The Opportunity
Tetra Tech is seeking an on-site Resident Project Representative/Resident Engineer (Engineer) to support a major wastewater infrastructure project near Gloucester, MA. This is an excellent opportunity for an experienced field engineer who thrives in the field—coordinating across disciplines and managing construction activities from design through completion. Design-build or Construction Manager at Risk experience is preferred but not required.

Position Summary
This position supports project upgrades to a wastewater treatment facility on the North shore of Boston. The Resident Project Representative (engineer) is responsible for overseeing daily construction activities to ensure the project is built in accordance with the approved plans, specifications, contract documents, schedule, and quality standards. This role acts as the primary point of contact between the design team and the owner, contractor, subcontractors, plant operators and inspection staff.
Essential Job Functions
Provide full-time onsite project oversight from mobilization and early earthwork through equipment installation and startup
Witness and record construction activities, working with contractors, owners, and subcontractors.
Participate in and lead daily and weekly construction meetings as required.
Ensure construction work conforms to approved plans, specifications, and applicable codes and standards. Identify non-conforming work and coordinate corrective actions with the Contractor and design team.
Assist in resolving field conflicts and constructability issues using sound engineering judgment. Interpret plans, specifications, and contract documents to resolve field issues. Escalate issues as needed to design team and management.
Support inspection and materials testing activities and review test results.
Support the review and response to shop drawings, submittals, RFIs, change orders, field directives, and claims.
Maintain accurate project records, including daily reports, progress photos, correspondence, and change documentation. Review material certification for compliance with project requirements.
Verify material and equipment deliveries to site align with approved drawings and specifications.
Lead and coordinate RPRs, inspectors, and testing firms.
Monitor schedules, progress reporting, and cost tracking.
Uphold safety, quality, and compliance standards.
Ensure environmental and regulatory requirements are followed on-site.
Assist with review of pay applications and quantity measurements
Required Qualifications
Bachelor's degree in Engineering or Construction Management.
5+ years of construction management experience.
Strong knowledge of construction methods, materials, and inspection practices.
Ability to read and interpret engineering plans, specifications, and contracts.
Excellent communication, organization, and documentation skills.
Ability to work full-time on-site in an active construction environment.
Preferred Qualifications
Professional Engineer (PE) license or Engineer-in-Training (EIT).
Experience on water, wastewater, transportation, or heavy civil projects, especially deep foundations.
Familiarity with construction manager at risk (CMAR) delivery methods.
Experience supervising inspection staff
Physical and Work Environment Requirements
Ability to walk construction sites, climb ladders, and navigate uneven terrain.
Ability to work outdoors in varying weather conditions.
Ability to lift up to 25–50 lbs as needed for field activities.
