INTRODUCTION
The Unemployment Insurance (UI) Division is responsible for administering the state’s UI program under the oversight of the United States Department of Labor (USDOL). This includes the collection of UI contributions/taxes from employers on a quarterly basis, and the distribution of unemployment compensation to New Mexicans who have lost their jobs through no fault of their own and meet various eligibility requirements. The Division executes these functions via robust self-service web services, as well as through staff assisted services via the UI Operations Center.

ROLE AND RESPONSIBILITIES
The Senior Business Operations Analyst under the Quality Control Unit will be required to support all compliance and reporting requirements for all audit fraud assessments of performance reporting to United States Department of Labor nationally and to other states. This is an integrity position aimed at preventing fraudulent overpayments in the unemployment insurance system. Staff is charged with developing a multitude of analytical tools to detect highly complex fraud schemes. The team develops and writes a series of complex database queries and analyses the highly technical output to identify trends, flags, and anomalies while unemployment insurance claims are being filed.
The Senior Business Operations Analyst serves as a lead resource for investigative and fraud prevention activities, providing guidance and training to staff on investigative procedures, analytical techniques, and compliance standards. The position collaborates with law enforcement agencies, governmental partners, and internal stakeholders to research and monitor fraudulent activities, share critical intelligence, and support investigative operations. Responsibilities include developing and maintaining standard operating procedures, evaluating operational processes, identifying effective solutions to complex issues, and staying informed of emerging fraud trends, criminal methodologies, and industry best practices while ensuring the confidentiality of sensitive information.

MINIMUM QUALIFICATIONS
Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.
EMPLOYMENT REQUIREMENTS
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Background check is required for this position.
WORKING CONDITIONS
This position is located in the Unemployment Insurance (UI) Operations inbound call center. Work is performed in an open floor office concept, call center environment with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage, moderate noise, and possible dust. Extended sitting and some bending and reaching may be required.
