Job Description:

Must have possession of a Bachelor’s degree or higher.
-
Proposers who provide these services to the City shall have the following:
a) Knowledge of and/or experience in administrative hearing procedures;
b) Strong writing skills and/or experience in drafting decisions and orders;
c) Knowledge of and/or experience with rules of evidence in administrative hearings;
d) Ability to provide services at a reasonable cost to the City; and
e) Ability to work efficiently, cooperatively, and independently without bias. -

Proposers may be required to be available to meet with the City Manager, City Attorney, and/or designees, and/or attend City Council meetings or other meetings, as required, on 24 hours’ notice.

Specialized knowledge may be required depending on the types of administrative hearings.
SCOPE OF SERVICES
Duties of an Administrative Hearing Officer selected may include the following nonexclusive items:

Perform professional services as a Hearing Officer for the City pursuant to Fresno Municipal Code Chapter 1, Article 4 and California Vehicle Code Section 40200;

Providing recommendations and/or opinions to the City Manager and/or designee on questions/issues relating to the administrative hearing process that may arise from time to time;
-
Upon request, attend City Council meetings, and meetings with City staff, or others in connection with administrative hearings, not to discuss particular cases but regarding procedural or general process inquiries.
