The Opportunity
WSDOT is seeking two Transportation Technicians to support the Port Orchard Project Engineering Office in ensuring highway construction projects are delivered in compliance with standard specifications, contract requirements, and approved plans. In these roles, you will perform inspections of highway construction work, conduct materials testing to verify compliance, support environmental compliance efforts, and assist with construction and design surveying while maintaining accurate, complete, and detailed field records. These positions will also contribute to project design and delivery by producing CADD plans, assisting with estimate preparation, supporting documentation and records management, and serving as backup for materials documentation, inspection, and survey functions. Through diligent inspection, design support, environmental compliance, and thorough recordkeeping, these positions will help maximize value to taxpayers and the community. Our top candidates will possess knowledge of construction inspection and materials testing, proficiency in CADD and surveying principles, effective communication skills, and the ability to support multiple functions in a collaborative, field-based environment.
What to Expect
These positions perform inspection work outdoors in inclement weather on construction sites in daytime or nighttime. Exposure to hazards may include exhaust, high-speed traffic, steep or uneven terrain, and/or heavy construction equipment. This work requires traversing rough, steep, and uneven terrain; performing duties low to the ground or at ground level; and standing for extended periods of time.
Among the varied range of responsibilities held within these roles, the Technicians will:
- Serve as an assistant to Project Inspectors and Quality Verification Engineers.
- Assist the Project Inspector in writing and checking pay-notes, collecting and tracking project material documentations and general inspection in all facets of highway construction.
- Conduct material testing for concrete, asphalt, aggregate, densities, and other material testing and tracking as required.
- Actively participate in the development and implementation of Pre-Activity Safety Plans (PASP).
- Prepare Inspectors’ daily reports and field note records, report findings through computerized systems.
- Review engineering calculations for accuracy and completeness; interpret contract plans and specifications; research and apply engineering standards.
- Serve as a Computer Aided Drafting and Design (CADD) operator responsible for creating contract plan sheets.
- Use material testing equipment to include a Nuclear Density Gauge, inspection tools, and personal protective equipment when in the field.
Qualifications
These are Transportation Technician 3 positions. However, the hiring manager reserves the right to fill the positions at a lower level in the classification series based on candidate qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
To be considered for these opportunities at the TT1 level, the following competencies are required:
- Basic Technical Skills: Basic technical skills and/or knowledge of engineering principles in support of transportation projects.
- Field Reporting & Communication: Skills to prepare accurate and timely daily field reports based on direct field observations and inspection activities.
- Technology Proficiency: Proficient in operating Windows-based computers and MS Office applications, including Excel, Outlook, SharePoint, and Word, as well as databases and computer-aided engineering software.
- Communication Skills: Skills to communicate technical information effectively and professionally to a diverse audience, including those with non-technical backgrounds, virtually, by phone, and in person.
- Collaboration & Adaptability: Skills to work productively in a team environment under tight deadlines and shifting priorities, producing accurate and consistent results.
- Growth Mindset: Actively demonstrates a commitment to learning and growth.
- Service-Oriented: Takes action to meet the needs of others.
The following qualifications are also required:
- A valid driver’s license and the ability to operate state-owned vehicles.
- Ability to maneuver and transport various materials and/or equipment weighing up to 35 pounds.
- Ability to stand for long periods of time and walk long distances and work for periods of time which exceed normal shifts.
- Ability to work a varied schedule including night work as needed.
- Certified General Inspector and subsequent Division or the ability to become certified within six (6) months of hire.
- Certification as a Qualified Tester (WAQTC/ACI/WSDOT) or the ability to become qualified within six (6) months of hire.
It is preferred that qualified candidates also have:
- Technical Civil Engineering Application: Demonstrates the ability to apply technical civil engineering principles, practices, and methods to support project planning, analysis, and execution.
- Construction Practices & Contract Compliance: Demonstrates the ability to apply construction practices and contract administration processes to ensure compliance with project requirements and specifications.
- Inspection & Field Documentation: Demonstrates the ability to utilize inspection techniques and maintain accurate field documentation to verify the quality and quantity of work performed.

- This recruitment will be used to fill up to two (2) vacancies and may also be used to fill additional positions per business needs.
- These positions offer flexible/hybrid remote work options when not performing field inspection duties.
- Travel is an expectation of these positions. Travel is typically to perform inspection and/or materials testing in assigned geographic area.
- In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. - These are Transportation Technician 3 positions.
