This position is assigned to the Construction and Facilities Management Office (CFMO), Environmental Management Office (EMO), of the Idaho Army National Guard (IDARNG), functioning within the State of Idaho – Military Division. The primary purpose of this position is to monitor and oversee the implementation of the National Environmental Policy Act (NEPA), Environmental Condition of Property (ECOP), and associated environmental planning requirements for the Idaho Army National Guard, and to serve as the point of contact for development and review on all NEPA/ECOP related projects for the Idaho Army National Guard (IDARNG).

MANDATORY REQUIREMENTS (attach as a supporting document in Luma):

(1) Must be a member of the Idaho Army National Guard or willing and able to become a member of the Idaho Army National Guard. Provide your military grade, job title, MOS/AFSC/AOC and unit of assignment. (This requirement will be waived. Please indicate request for waiver).

(2) Must have and maintain a valid and unrestricted state issued driver’s license. Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. ( Do not provide a copy of your driver’s license.)

(3) Must have, or be eligible to obtain, and maintain a favorable T1 Federal Background Investigation. If a selected candidate does not have a current favorable T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.)

(4) Must have a Bachelor’s degree or higher in Biological Sciences, Agriculture, Natural Resource Management, Chemistry, or a closely related field from an accredited college or university; ( Attach supporting documentation to your application; unofficial transcripts are acceptable.) In addition to the education requirements applicant must meet one of the following;

a. Three years relevant full time work experience and documentation as either a Professional Engineer (P.E.) or Professional Geologist (P.G.), or

b. Five years relevant full time work experience.

* Relevant work experience is defined as sufficient specific education, training, and experience necessary to exercise professional judgment to develop opinions and conclusions regarding conditions indicative of releases or threatened releases of hazardous substances on, at, in, or to a property pursuant to ASTM 1527-00.

(6) Must be familiar with and able to proficiently use Microsoft based operating systems and programs, or other similar products, including but not limited to Word, Excel, PowerPoint and Outlook.

(7) Preference will be given to candidates that have 36-months of direct/applied ECOP experience. Preferred experience includes completion of a NEPA Certification Program from an accredited university.

(8) Preference will be given to candidates that have 36-months of project management experience related to the development of NEPA/ECOP documentation, i.e. Cat-X, EA, EIS, REC, ECOP, Phase 1, or other.

(9) Must have experience reading and interpreting topographic, aerial and other maps, as well as using GPS units to find and record locations and associated attribute data. Applicant must have a working knowledge of global information systems (GIS), mapping, and remote sensing applications. Preferred experience includes a working knowledge of, and experience with ESRI ARC-PRO software.

REQUIRED EXPERIENCE (attach as a supporting document in Luma):

KNOWLEDGE REQUIRED

(1) Knowledge and experience in the development of NEPA/ECP documentation and environmental planning for federally-related actions undertaken by private, municipal, state or federal agencies.

(2) Experience associated with project planning, management and implementation.

(3) Knowledge of and familiarity with natural, cultural and environmental preservation and protection regulations such as Endangered Species Act (ESA), Migratory Bird Protection Act (MBPA), Clean Air Act (CAA), Clean Water Act (CWA), National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act (NAGPRA), Resource Conservation and Recovery Act (RCRA), and others.

(4) Knowledge of the environmental, social, and economic resources of the Great Basin.

(5) Ability to communicate effectively orally, in written/graphic presentations, in public forums, and to exercise negotiation skills and command presence.

(6) Skill in the operation of Microsoft Office and compatible software.

(7) Knowledge of military command structure and communication protocol; professional experience in a Department of Defense (DoD) or military structure.
