Synertex is seeking a Requirements Analyst with strong experience in DoD budgeting and program financial management to support the capture, refinement, documentation, and validation of software requirements for a web application supporting financial and project decision-making.
This role serves as the functional bridge between DoD budget stakeholders and the technical development team, ensuring that application features accurately reflect real-world Planning, Programming, Budgeting, and Execution (PPBE) processes, appropriation rules, and Earned Value Management (EVM) practices.
The ideal candidate combines strong requirements engineering discipline with working knowledge of DoD budget formulation, execution tracking, and financial oversight.
Responsibilities:
Requirements EngineeringAnalysis
- Elicit, document, and refine functional and technical requirements related to financial planning, budget tracking, execution reporting, and program oversight.
- Translate DoD budget processes (PPBE, appropriations, funding lifecycle rules) into clear, testable user stories and system specifications.
- Maintain requirements traceability from stakeholder need through development, testing, and release.
- Develop supporting artifacts including user stories, acceptance criteria, workflow diagrams, data models, and business rules documentation.
DoD BudgetFinancial Domain Alignment
- Ensure system functionality accurately models:
- PPBE phases (Planning, Programming, Budgeting, Execution)
- Appropriation categories (RDT&E, Procurement, O&M, MILPERS, etc.)
- Obligation and expenditure tracking
- Funding controls and lifecycle constraints
- Contribute domain expertise to financial tracking and oversight capabilities within the system.
- Support modeling and validation of Earned Value Management (EVM) metrics (CPI, SPI, EAC, VAC) within application workflows.
- Identify gaps between technical design and real-world DoD budget execution practices.
TestingValidation Support
- Collaborate with QA/Test Analysts to ensure financial and programmatic workflows are properly validated.
- Support development of test cases tied to financial logic and budget rules.
- Participate in User Acceptance Testing (UAT) with budget and program stakeholders.
Stakeholder Engagement
- Engage directly with program managers, financial analysts, and government stakeholders to clarify business rules and reporting needs.
- Provide domain-informed recommendations to improve financial data accuracy and usability within the application.
Required Qualifications:
- 3–8+ years of experience in requirements analysis, business analysis, or functional systems support.
- Demonstrated experience supporting DoD or IC financial management, program management, or budget execution activities.
- Working knowledge of:
- PPBE process
- Appropriation law fundamentals
- Budget execution and financial reporting
- Experience translating business processes into documented, testable system requirements.
- Familiarity with Agile/Scrum development methodologies.
- Strong documentation, analytical, and stakeholder communication skills.
Preferred Qualifications:
- Direct experience with Earned Value Management (EVM) reporting and analysis.
- Experience supporting development or modernization of financial management or decision-support systems.
- DAWIA, PMP, or related program/financial management certification.
- Prior experience working on DoD contracts supporting program or budget systems.
