Basic Function: Under the general supervision of the Manager of Behavioral Health Services, the Outpatient Clinical Supervisor provides clinical and administrative supervision to one or more service units delivering behavioral health services in clinic and community-based settings. Services are provided to children, adolescents, adults, and families. The supervisor ensures high-quality, ethical, and compliant care while supporting staff development, productivity, and program goals.

Reports To: Manager Of Behavioral Health Services
Supervises (Position Title): Qualified Mental Health Professional, Mental Health Professional
Principal Duties/Responsibilities:
- Provide regular, documented clinical and administrative supervision to assigned staff
- Support clinical decision-making, diagnosis, and treatment planning using DSM criteria
- Review and approve clinical assessments, including IM+CANS, and ensure clinical accuracy and appropriateness
- Maintain active IM+CANS certification and ensure staff compliance with certification requirements
- Monitor staff performance, including productivity, documentation timeliness, and quality of care
- Address performance concerns through coaching and corrective action as needed
- Ensure all services and documentation meet Medicaid, Rule 132, and agency standards (assessment, treatment planning, service delivery, discharge, aftercare)
- Maintain oversight of case records, tracking systems, and reporting to ensure audit readiness
- Submit required quality assurance and management reports in a timely manner
- Assign cases within required timeframes, ensuring appropriate client-to-staff match
- Ensure adequate staffing coverage and scheduling to meet program needs
- Support day-to-day operations, including coordination with administrative and support staff
- Ensure services are clinically appropriate, medically necessary, and aligned with client needs
- Oversee continuity of care, including referrals and coordination with internal and external providers
- Ensure clients receive the appropriate intensity and range of services
- Promote a high standard of client engagement and satisfaction
- Ensure compliance with ANCRA, confidentiality laws, the Mental Health Code, and all applicable regulations
- Respond to and report unusual incidents in a timely and appropriate manner
- Maintain a safe and compliant environment for clients and staff
- Participate in program planning, development, and quality improvement initiatives
- Represent the program in internal and community-based meetings
- Participate in agency workgroups and outcomes management processes
- Perform other duties as assigned consistent with the scope of the role

Mental/Physical Demands:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. The supervisor must be able to effectively establish a positive unit milieu consisting of positive communications with all levels of personnel and clients as well as fostering a team approach. While performing the duties of this job, the employee must be able to interpret a variety of written and oral instructions, clearly speak and hear, use hands and fingers, walk, drive, and sit for extended periods of time. The employee is occasionally required to lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.
Environmental Conditions:
The noise level in the work environment is usually moderate. Duties are performed in a typical office environment in addition to community locations including client residences, housing developments, schools, and hospitals.
Specifications:
This position requires a minimum of a Master’s degree in Social Work, Guidance & Counseling, Rehabilitation Counseling, Vocational Counseling, Psychology, Pastoral Counseling, or Family Therapy. A minimum of three years of progressively responsible clinical work with children and/or adolescents with emotional/behavioral disorders; meets the minimum requirements of the Qualified Mental Health Professional (QMHP); and who by training or experience has demonstrated mental health supervisory skills. The individual must be licensed/certified in their respective discipline if applicable. It is desirable that the individual be a Licensed Practitioner of the Healing Arts (LPHA).
The position requires a demonstrated ability, beliefs, attitude, and awareness that indicates cultural sensitivity to the client population served in addition to an ability to partner with consumers, staff, and service customers to help them mobilize resources and their inner capacity to address problems they face.
This position also requires the ability to coordinate effectively with other management team members, other agency resources and the community in addressing client needs.
This position calls for use of a personal auto, valid driver’s license and Motor Vehicle Report acceptable to the agency’s broker and verification of insurance coverage. This position also requires good oral and written communication skills.
