Description
The ENS Sales Team Business Development Manager role is the visionary in proactive, action-oriented sales for all ENS services (engineering and construction) as well as the appropriate focus areas related to a specific market, region, account, initiative, or technical service area. The BDM will have a well-established presence in the environmental services industry with established relationships and demonstrated success in building new client connections that lead to sales of consulting (engineering) or construction services.
This position is a strategic and client-facing role (>50%) and an indirect people leadership role. The BDM will perform direct sales and business development activities; identify, develop, and implement the ENS environmental strategy; contribute to the overall environmental business plan; lead pursuits (capture planning, qualifications, and other marketing deliverables) and position opportunities for success, and lead, motivate, coordinate, and support a team of national account managers, initiative leaders, and seller-doers in the environmental services space.
Job Duties:
Client Engagement: Commit to frequent client engagement in the pursuit of environmental service sales to meet client needs. Work with existing and new clients to identify new projects, articulate to the clients our ability to perform those projects, and translate that into the sale of environmental services.
- Identify potential clients and build relationships (where possible, establish a trusted advisor role) at the highest possible corporate level.
- Critically review clients on a regular basis in terms of potential for growth, profits, client satisfaction, and repeat business. Engage accordingly.
- Develop, verify/challenge, and drive execution of strategic client development plans for key accounts.
Collaborate within Burns & McDonnell: Collaborate independently with other Burns & McDonnell groups, business units, and regional offices, with an external focus to maximize existing client opportunities and develop new clients.
Develop Sales: Commit to individual sales goals for engineering/consulting and construction services and develop a plan to achieve sales (formalize a written, individual, annual sales plan). Identify and communicate with key stakeholders regularly to (1) develop the plan, (2) implement the plan, and (3) monitor and revise the plan.
Strategy and Business Planning: Participate and develop annual strategic, financial, and marketing business line goals in conjunction with environmental team leadership. Develop overall market/region/individual growth strategy based on growth drivers, cyclical challenges, anticipated CAPEX and OPEX trends, regulatory changes and competition with a specific focus on development of key clients that can deliver significant profit and/or have significant upside growth potential.
Recruiting: Responsible for participating in the candidate identification, recruitment, development, training, and retention of staff.
Provide Thought Leadership: Provide thought leadership through articles, blog posting, conference presentations, etc.
- Provide leadership in the identification (research), planning, and execution of trade shows (i.e., conferences) to achieve and track sales, ENS engagement, and demonstrate ENS differentiators.
- Become (maintain) an active member of relevant industry associations.
ENS Leadership: Lead by example, as an authentic leader, with a client oriented and seller/doer mindset that is driven by generating new sales and in expanding market share based on ‘value creation’ for clients and not competing solely on price.
Qualifications

- An associate’s degree and 7 years of related professional experience in a marketing, business development, or sales promotion environment, with experience in the A/E/C industry preferred.

- 10-15 years of related professional experience with a broad and deep understanding of the utility and/or renewables market preferred.
- Proven ability to develop a business or sales plan, drive proactive behavior by self and influence others on the team, and yield strong successful results preferred.

Target project-based engineering roles first
Burns & McDonnell staffs most OPT hires into project delivery teams rather than corporate functions. Engineering disciplines tied to infrastructure, energy, and environmental services align most directly with active hiring, so tailor your resume to specific project verticals rather than applying broadly.
Verify E-Verify enrollment before accepting offers
STEM OPT's 24-month extension requires your employer to be enrolled in E-Verify. Confirm Burns & McDonnell's enrollment status before you sign an offer, since your DSO cannot approve the extension request without an E-Verify company ID on your training plan.
Align your OPT start date with project timelines
Engineering consulting firms hire in project cycles, not calendar quarters. Request an OPT start date that matches an active project ramp-up at Burns & McDonnell. Starting mid-project creates onboarding friction and can delay H-1B sponsorship conversations by a full performance cycle.
Research prevailing wages before your salary negotiation
Burns & McDonnell's H-1B filings are tied to DOL prevailing wage requirements. Use the OFLC Wage Search to look up wage levels for your role and location before negotiating your OPT offer, so your starting salary doesn't create friction when H-1B sponsorship is filed later.
Use Migrate Mate to find verified sponsorship history
Before applying, use Migrate Mate to review Burns & McDonnell's H-1B and employer-sponsored Green Card filing history by job title and office location. This helps you identify which roles and practice areas have the strongest track record of sponsoring international employees beyond OPT.
Raise H-1B sponsorship in your second performance review
Burns & McDonnell's internal H-1B sponsorship decisions are typically tied to performance evaluations. Waiting until your second review, roughly 18 months in, gives you demonstrated project contributions to present. Raising it too early, before establishing credibility, can reduce your leverage in that conversation.
Burns & McDonnell OPT Eligibility: Frequently Asked Questions
Does Burns & McDonnell sponsor OPT visas?
Burns & McDonnell doesn't sponsor OPT directly, since OPT is work authorization USCIS grants to F-1 students, not something employers file for. What Burns & McDonnell does is hire students who already hold an OPT EAD. The firm is enrolled in E-Verify, which is required if you plan to use the STEM OPT 24-month extension.
Which departments at Burns & McDonnell typically hire OPT students?
Engineering disciplines including civil, electrical, mechanical, and environmental engineering see the most OPT hiring at Burns & McDonnell, reflecting the firm's core project delivery work in infrastructure, energy, and industrial sectors. Construction management and project controls roles also appear in their hiring patterns for international students with relevant technical degrees.
How do I navigate the OPT-to-H-1B transition at Burns & McDonnell?
Burns & McDonnell has an established pattern of sponsoring H-1B visas for high-performing employees who started on OPT. The transition typically requires at least one full performance cycle to build an internal sponsorship case. Coordinate with HR early in your OPT period to understand the firm's internal process, since H-1B cap registration opens each March for an October start date.
What timeline should I expect from OPT hire to H-1B filing at Burns & McDonnell?
Most employees at consulting firms like Burns & McDonnell move from OPT to H-1B within 12 to 24 months of their start date, depending on performance reviews and project staffing needs. If your OPT start date falls after April, your first eligible H-1B cap registration cycle won't arrive until the following March, so plan your start date with that calendar in mind.
How do I find open OPT roles at Burns & McDonnell?
Search Burns & McDonnell's careers page filtering by entry-level or new graduate positions in engineering and technical services. Migrate Mate also surfaces verified OPT-compatible roles at firms with active H-1B sponsorship history, which helps you prioritize employers most likely to support the full OPT-to-H-1B transition rather than leaving you to assess each company individually.
How does Burns & McDonnell hire OPT students?
OPT is work authorization granted directly to F-1 students after graduation — no employer petition is required. Burns & McDonnell can hire OPT students as soon as their EAD card is approved. STEM degree holders can extend OPT by 24 months when their employer is enrolled in E-Verify. Most companies that hire OPT students also support the transition to H-1B when the student's OPT period is ending. Check Burns & McDonnell's individual postings on Migrate Mate to confirm OPT acceptance per role.
