The Manager of BlueCard/Ops Support leads a team of Business Systems Analysts responsible for analyzing operational system automated and manual processes, defining business and technical processing requirements, supporting system functionality, and coordinating cross-functional solution delivery. Key Responsibilities
- Lead and develop a team of Business Systems Analysts focused on operational analysis, requirements management, and business/technical solution support.
- Oversee project planning activities including scope definition, resource allocation, timeline development, and success metrics working closely with the PMO.
- Manage the lifecycle of business and technical updates, including requirements definition, testing, validation, and production deployment—across operational system platforms and processes.
- Serve as a liaison between business operations, technical teams, governance groups, and technical platform vendors including BCBSA and FEP to ensure alignment of system behavior with business needs.
- Partner with internal departments and external vendors to ensure compliance with operational, BCBSA, and FEP policies.

- Develop business requirements, test scenarios, and validation criteria for new or enhanced system functionality.
- Participate in system and/or operational checkout activities during production deployments to ensure functionality, accuracy, and readiness working closely with internal and external IT teams.
- Troubleshoot and resolve production issues related to operational workflows and system behavior by reviewing exceptions, data outputs, and process execution.
- Identify opportunities to streamline workflows, improve accuracy, reduce manual effort, and enhance business/technical alignment.
- Analyze trends, errors, and operational exceptions to recommend corrective or preventive actions.
- Collaborate with technical teams to enhance business rules, monitor operational controls, and support automation and process optimization.
Required Qualifications
- Bachelor’s degree in Computer Science, MIS, Business, Operations Management, or related field.
- 8+ years of experience in business systems analysis, information technology, operations management, or similar business/technical roles.
- 5+ years of supervisory or team lead experience.
- Strong analytical and problem-solving skills with the ability to translate business needs into technical requirements or system changes.
- Effective communication, documentation, and project management skills.
- 5+ years BlueCard and FEP processing experience preferred.
- PMP accreditation is a plus.
