Verify your licensure aligns with New York requirements
New York requires Mental Health Counselors to hold LMHC licensure or be license-eligible. Confirm your credentials meet the New York State Education Department's requirements before applying, since OMH positions often list licensure as a minimum qualification.
Target psychiatric center postings over community roles
OMH operates large inpatient psychiatric centers across New York that hire counselors in higher volumes than smaller community sites. These facilities have more established HR infrastructure for processing sponsorship paperwork, including LCA filings with DOL.
Search current OMH Mental Health Counseling openings on Migrate Mate
OMH posts roles across multiple sites simultaneously, and openings fill quickly. Use Migrate Mate to filter active Mental Health Counseling positions at OMH so you're applying to roles with confirmed sponsorship history, not guessing from general job boards.
Understand how civil service status affects your H-1B timeline
As a New York State agency, OMH hires through the civil service system. Getting appointed to a permanent civil service title can affect your H-1B status, so clarify with HR whether the role is a permanent, temporary, or provisional appointment before your petition is filed.
Flag OPT and TN eligibility early in the interview process
If you're on F-1 OPT or a Canadian or Mexican TN holder, raise your work authorization status with the hiring manager before an offer is extended. OMH HR teams need lead time to coordinate the documentation and internal approvals for non-H-1B sponsorship pathways.

Find Mental Health Counseling at New York State Office of Mental Health JobsFrequently Asked Questions
Does New York State Office of Mental Health sponsor H-1B visas for Mental Health Counselings?
Yes, New York State Office of Mental Health does sponsor H-1B visas for Mental Health Counseling roles. As a New York State government agency, OMH qualifies as a cap-exempt H-1B employer, which means petitions can be filed at any time of year without being subject to the annual H-1B lottery. This is a significant advantage for international counselors who missed the regular cap registration window.
How do I apply for Mental Health Counseling jobs at New York State Office of Mental Health?
Applications go through the New York State job portal, but roles are also listed on Migrate Mate, where you can filter specifically for OMH Mental Health Counseling positions with confirmed visa sponsorship. Because OMH hires through the civil service system, some postings require a civil service exam or eligibility list score, so review each listing carefully before submitting your application.
Which visa types does New York State Office of Mental Health commonly use for Mental Health Counseling roles?
OMH sponsors H-1B, F-1 OPT, F-1 CPT, TN, and employment-based Green Cards including EB-2 and EB-3 for Mental Health Counseling positions. H-1B is the most common pathway for full-time licensed counselors. F-1 OPT and CPT are used for students in accredited counseling programs completing clinical hours, while TN applies to qualifying Canadian and Mexican nationals in eligible counseling classifications.
What qualifications does New York State Office of Mental Health expect for Mental Health Counseling positions?
Most OMH Mental Health Counseling roles require a master's degree in mental health counseling, psychology, or a related clinical field. New York LMHC licensure or documented eligibility for licensure is typically required for permanent positions. Clinical experience in psychiatric or community mental health settings strengthens your application, particularly for roles at OMH's inpatient psychiatric centers where caseloads are more complex.
How long does the visa sponsorship process take for a Mental Health Counseling role at New York State Office of Mental Health?
For H-1B petitions, standard USCIS processing runs several months, though OMH's cap-exempt status means you're not waiting for an annual lottery window. If you're pursuing an employer-sponsored Green Card through PERM, the full process from labor certification to I-140 approval typically takes one to two years or longer, depending on your priority date and country of birth.
