INTRODUCTION
OBXtek is seeking a Senior Capture & Business Development Executive. This position is accountable for building a qualified pipeline and leading captures that drive measurable revenue growth and increased market share aligned to OBXtek’s core capabilities in Digital Modernization, Mission Support Services, Training and Acquisition & Program Management. This role owns the capture lifecycle from early market engagement through contract award and works closely with growth, technical, proposal, pricing, and executive leadership teams to drive new business wins.
ROLE AND RESPONSIBILITIES
Key Responsibilities
Business Development & Pipeline Management:
- Identify, qualify, and pursue new federal business opportunities across DoD and civilian agencies
- Build and maintain a healthy, executable business pipeline aligned to company growth objectives
- Conduct market research, customer analysis, and competitive assessments
- Develop customer call plans and maintain strong relationships with government and industry stakeholders
- Own opportunity qualification using defined gate review processes
- Maintain accurate opportunity data in CRM and forecasting system
Capture Management:
- Lead capture efforts from opportunity identification through proposal submission and award
- Develop capture plans, win strategies, value propositions, and discriminators
- Conduct black-hat/white-hat assessments and risk mitigation planning
- Shape requirements and influence acquisition strategies where appropriate
- Conduct price-to-win analysis
- Develop and execute competitive positioning strategies
- Drive disciplined customer engagement strategies across the capture lifecycle
- Lead orals strategy, messaging development, and executive preparation
Teaming & Partnerships:
- Identify and evaluate teaming partners, subcontractors, and joint venture opportunities
- Lead teaming discussions and negotiations, including NDAs and teaming agreements
- Balance technical capability, past performance, pricing, and strategic alignment
Proposal Support:
- Collaborate with proposal managers and technical teams to ensure compliant and compelling proposals
- Support proposal development activities including storyboards, color reviews, and executive reviews
- Ensure proposals clearly articulate customer-focused solutions and past performance relevance
- Provide strategic direction to proposal teams
BASIC QUALIFICATIONS
- Bachelor’s degree in Business, Management, Engineering, or a related field
- Minimum of 8 years of experience in federal business development and/or capture management
- Proven track record of capturing and winning federal government contracts valued at $50M+
- Strong understanding of the federal acquisition lifecycle and procurement processes
- Experience working across cross-functional teams (technical, proposal, contracts, pricing)
- Excellent written and verbal communication skills
PREFERRED QUALIFICATIONS
- Experience supporting DoD customers (Army, Air Force preferred)
- Familiarity with GSA contract vehicles (e.g., MAS, OASIS+, task-order environments)
