The Opportunity
OPPD is seeking an accomplished and forward-thinking Director, Treasury & Financial Operations to lead the organization's treasury, capital financing, investment, and financial operations strategies during a period of historic growth and transformation. This executive leadership role partners closely with the Chief Financial Officer, senior leadership team, Board of Directors, investors, financial institutions, and rating agencies to ensure OPPD maintains exceptional financial strength while delivering on its long-term strategic objectives.
The Director will provide stewardship over approximately $8.6 billion in total assets, $6.5 billion in current and long-term debt, and total operating revenue close to $2B, while helping OPPD navigate the opportunities and challenges created by rapid load growth, evolving capital markets, and the changing energy landscape.
This role goes beyond traditional treasury management. The successful candidate will help shape enterprise-wide financial strategy, lead complex financing initiatives, maintain and strengthen investor and rating agency relationships, provide governance over retirement and investment trusts, and ensure OPPD remains well-positioned to support the region's future energy needs.
- Provide strategic leadership and foster a high-performing, people-first culture aligned with OPPD's values and mission.
- Lead OPPD's treasury and financial operations functions, including debt management, cash management, investments, liquidity planning, and financial risk management.
- Steward and strengthen the District's AA (S&P) and Aa2 (Moody's) credit ratings through disciplined financial management and proactive engagement with rating agencies and investors.
- Direct the issuance and administration of corporate debt (tax exempt and potentially taxable), evaluating traditional and emerging capital funding structures to support OPPD's long-term capital investment strategy.
- Develop and execute investor relations strategies while serving as a trusted financial representative to underwriters, investors, financial institutions, and external stakeholders.
- Oversee the responsible custody and investment of District funds to optimize returns, preserve liquidity, and protect financial assets.
- Lead corporate cash management and corporate receivables strategies.
- Chair and provide fiduciary oversight for retirement and benefit plan investment committees, including the Retirement Fund Trust, 401(k)/457 Plans, OPEB Committee, and Retirement Board.
- Represent OPPD in key financial, regulatory, and governance matters while building collaborative relationships across the organization and with external partners.
Qualifications
What We Desire in a Candidate
- Progressive leadership experience in investment banking, treasury, corporate finance, capital markets, investment management, or financial operations within a complex organization.
- Demonstrated success leading large-scale financing transactions, debt issuance programs, investor relations, and strategic financial planning.
- Experience building trusted relationships with executive leadership, Boards of Directors, rating agencies, financial institutions, and external stakeholders.
- Proven ability to lead and develop high-performing teams while fostering a culture of accountability, collaboration, and continuous improvement.
- Strong understanding of liquidity management, corporate investments, financial risk management, and governance practices.
- Outstanding communication, executive presence, and strategic thinking skills, with the ability to translate complex financial issues into actionable business decisions.
- Experience within the utility (public or private), energy, infrastructure, public finance, or similarly capital-intensive industries is strongly preferred.
- Bachelor's degree in Finance, Accounting, Business Administration, Economics, or a related field required; advanced degree and/or professional certifications are preferred.
Additional Requirement: The successful candidate must be eligible to obtain a Nebraska Issuer/Dealer Security License within six (6) months of hire.
