As the Deputy Director for Contracts Management for Operations and Finance, this position will support a variety of OLTSS, MassHealth and EOHHS-wide projects that further the mission of MassHealth. The incumbent will reside in the Finance and Operations Team and provide contract management and strategic operational support to OLTSS teams. More specifically, responsibilities will include managing strategic contracts, implementing and monitoring new systems, developing policy proposals, leading procurement activities, overseeing financial or data analytics for strategic projects, federal reporting, and communicating strategically with stakeholder groups. This role often serves as a liaison between OLTSS program teams and other MassHealth or EOHHS groups including legal, IT and other program areas. The incumbent will report to OLTSS’ Director of Operations and Finance.

Duties and Responsibilities (these duties are a general summary and not all-inclusive):

Oversee and manage large-scale, strategic contracts, to include:

• Managing LTSS’s TPA vendor (including preparing for reprocurement in 2027)

• Taking a lead role in implementation and management of LTSS’s Assessor Training and Shared Tools and Public Assessor Option contracts

• Taking lead role in implementation and management of LTSS e-CAS contract

• Taking a lead role in contract negotiations and representing program concerns and input

• Overseeing vendor transitions and mitigating impact to daily operations

• Facilitating performance management discussions with vendors as needed

• Leading crisis management for any member or provider-impacting issues caused by a vendor

• Managing vendor to project plan, list of deliverables, and key performance indicators

• Reviewing and approving contract deliverables

• Leading or facilitating joint work between OLTSS and vendor staff

• Managing contract budget, federal financing, and vendor payments

• Developing productive day-to-day working relationship with vendor management

• Long-term strategic planning for contract improvements and re-procurements

• Overseeing enhanced Program Integrity (PI) initiatives with TPA, LTSS Program staff, and internal EHS PI staff

• Overseeing TPA in enhanced enrollment activity

Lead strategic projects in Finance and Operations unit, to include:

• Developing scopes of work, project plans, and other project documents

• Conducting analyses using quantitative and qualitative data

• Oversee regulation-related sanctioning processes for providers, such as cost reporting

• Oversee interdepartmental service agreement (ISA) process for new and renewal ISAs, and oversee ISA management

• Leading interviews and meetings with external parties, including sister agency representatives, provider groups, member advocates, etc.

Provide leadership and/or operational support to OLTSS during emergencies, such as pandemics, major hardware or software failures. This includes rapid responses to the Centers for Medicare & Medicaid Services (CMS) inquiries and directives.

Preferred Qualifications:

• Ability to manage a small team of direct reporting staff (1-3 employees)

• Ability to manage multiple high-profile contracts simultaneously, including indirect management of contract staff.

• At least 3 years of experience with project management, and preferably at least 1 year of experience with vendor management and contract management/procurements.

• Strong knowledge of the MassHealth program, including mission, overall structure, provider networks, eligibility, payment methodologies, and trends.

• Strong knowledge of long term care programs, including eligibility, payment systems, provider types, and trends.

• Ability to translate complex analytical findings to program staff, OLTSS senior staff, MassHealth stakeholders, and agency leadership.

• Hands-on experience writing justification letters, contracts, requests for response (RFR) and other business documents.

• Experience working with cross-functional areas and teams.

• Experience developing and controlling a project plan and coordinating resources to accomplish project objectives and monitoring project status.

• The ability to create quality presentations, reports, training materials, and documents (e.g. executive summaries, draft reconstitution procedures, etc.).

• Hands-on experience using Microsoft suite (excel, access, word, and Microsoft project).

• Strong quantitative and analytical skills.

• Excellent writing, presentation, facilitation, and communication skills.

• A strong ability to build relationships with internal and external stakeholders and possess the ability to quickly learn their business needs in order to assist them in project and analysis definitions.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
