INTRODUCTION
IT@JH Cloud and Virtualization Services is seeking an IT Sr. Manager who is responsible for providing strategic leadership, operational oversight, and technical direction for enterprise web hosting and application services supporting both the University and Health System, including a highly complex environment hosting more than 1,500 websites and applications across on-premises and public cloud platforms. This role is responsible for the planning, delivery, security, scalability, modernization, and continuous improvement of enterprise web services and infrastructure while ensuring alignment with organizational goals, policies, regulatory requirements, and service delivery standards. The position leads large-scale, cross-functional initiatives involving cloud technologies, application modernization, infrastructure engineering, vendor partnerships, and operational process improvements, while also overseeing operational budgets, service priorities, and service level agreements. A key responsibility of the role is maintaining a strong security and governance posture through rapid zero-day vulnerability response, weekly vulnerability reviews, monthly cloud cost optimization reviews, and leadership of enterprise web governance initiatives focused on reducing privacy and accessibility-related legal and regulatory risk. The IT Senior Manager leads and develops a team of IT professionals responsible for architecture, engineering, deployment, maintenance, security, and support of complex web and database hosting environments, while fostering a culture of operational excellence, customer service, collaboration, and continuous improvement. This role also serves as a senior liaison between IT leadership, institutional stakeholders, and external partners, providing expert guidance on strategic technology investments, operational planning, and enterprise web infrastructure solutions.
Job Scope/Complexity
The scope of authority of the IT Senior Manager encompasses one or more major highly complex/technical IT functions (e.g., networking, telecommunications, applications, Web services, etc.) that significantly impact operations and support the entire university, health system, or both.
Typically has moderate size staff comprised of IT staff as direct and indirect reports, which may include LAN and Systems Administrators, Systems Engineers, Programmer Analysts, and Senior Technical Support Analysts. Develops operating budget and participates in the setting of budget priorities in area of responsibility. Leads projects which vary in complexity and may involve coordination and collaboration with other IT groups at JHU/JHHS as well as outside vendors.
SPECIFIC DUTIES & RESPONSIBILITIES

Strategy & Planning
- As a member of a senior management team, contributes or leads planning to achieve organizational goals by prioritizing initiatives and coordinating the evaluation, deployment, and management of current and future technologies.
- Develop technology solutions to anticipate the organization's needs, be cost-effective, reliable and compatible with existing and emerging technologies.
- Anticipate change and respond when technology requirements emerge and evolve.
- Based on understanding of organizational goals, mission and culture, assesses impact and effectiveness of technology to ensure it supports the organization’s needs.
- Help establish budgetary goals and provides input towards priorities. May develop IT operations budget.
- Work with constituents in conjunction with other IT leaders to interpret customer business needs and make recommendations for strategic investments in technology, applications, business process, personnel, etc. that meets the agreed upon goals of the organization.
- Ensure that applicable Hopkins policies, practices, regulatory requirements are addressed and followed within his/her area of responsibility.
Relationship Management
- Represent senior organizational leadership, often with delegated authority, in meetings both within and outside of Hopkins.
- Represent the interest of the organization at industry, state and federal meetings to ensure that the best interests of the organization are considered.
- Manage the customer relationship and satisfaction as well as adherence to the contractual obligations.
- Create and promote a culture of excellent customer service.
- Establish and maintain ties with colleagues throughout the institution to ensure optimal collaboration and coordination of effort.
- Maintain relationships with strategic technology vendors for the organization.
Project/Product Responsibility
- Has direct responsibility for the design, development, and application of technical solutions that satisfy customer needs and are essential to the ongoing operations of the department or IT function.
- Manage multiple IT projects that impact the department or IT function, including planning, and monitoring progress toward completion.
- Ensure continuous delivery of information technology support and services through direct management of service level agreements.
Staff Management
- Recruit, develop, retain, and organize staff.
- Assign tasks, monitors progress and provides guidance.
- Other duties as assigned.
MINIMUM QUALIFICATIONS
- Bachelor's Degree.
- Seven years of progressively responsible IT management experience.
- Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
PREFERRED QUALIFICATIONS
- Leadership experience managing complex projects and developing high-performing technical teams, including engineers, system administrators, and infrastructure specialists.
- Deep technical expertise in enterprise web hosting technologies, including Kubernetes, Nginx, Linux (RHEL), Windows Server, SQL/MySQL databases, and cloud-edge platforms such as Cloudflare.
- Strong experience with cloud platforms, infrastructure automation, DevOps practices, CI/CD pipelines, and infrastructure-as-code (IaC) methodologies.
- Demonstrated success leading large-scale infrastructure modernization and cloud transformation initiatives.
- Extensive experience in enterprise security operations, including vulnerability management, zero-day response, system hardening, and collaboration with security and compliance teams.
- Experience managing operational budgets, public cloud cost optimization, and vendor relationships.
- Strong knowledge of IT service management frameworks, service delivery models, and operational excellence practices.
- Experience developing and implementing web governance programs, including web accessibility compliance (WCAG), privacy standards, cookie consent management, and enterprise website inventory management.
- Exceptional project and program management skills, with the ability to lead complex, cross-functional initiatives involving multiple stakeholders and external partners.
- Strong communication and relationship management skills, with the ability to engage effectively with executive leadership, technical teams, vendors, and institutional stakeholders.

Not all candidates will be eligible for the upper end of the salary range.
