INTRODUCTION
At WHOOP, we’re on a mission to unlock human performance. WHOOP empowers members to perform at a higher level through a deeper understanding of their bodies and daily lives. As a CapEx Program Manager on the Technical Program Management (TPM) team at WHOOP, you’ll play a key role in scaling our global manufacturing capabilities by turning capital investments into high-impact production infrastructure. You’ll lead capital planning and execution across the full product lifecycle, partnering with engineering, operations, and finance to deliver the equipment, processes, and readiness needed to support both new product introduction (NPI) and continuous improvement (CI) engineering. This role calls for a hands-on, strategic leader who thrives at the intersection of product development and factory operations, with a track record of managing risk, aligning stakeholders, and driving high-velocity execution in dynamic environments.
Responsibilities
- Own the full CapEx lifecycle, from early scoping through procurement, installation, validation, and mass production readiness.
- Drive capital planning and execution for NPI and CI programs, ensuring factory readiness through budget, schedule, and CapEx management.
- Partner with cross-functional teams including engineering, operations, procurement, and finance to align equipment requirements with program goals, ensure investment feasibility, and remove roadblocks.
- Develop, track, and manage capital budgets, including detailed financial modeling of capital expenditures; maintain forecast accuracy and partner closely with the finance team on reviews, audits, and reporting.
- Oversee equipment sourcing, vendor coordination, and deployment to meet critical manufacturing and quality milestones.
- Build and maintain long-range equipment and infrastructure roadmaps to support WHOOP’s scaling needs and product evolution.
- Embed CapEx planning early in the product development process, enabling design and manufacturing teams to balance innovation with cost and operational feasibility.
- Define and improve processes and tools for CapEx forecasting, tracking, and analysis; use data to inform investment decisions and improve efficiency.
- Anticipate risks and drive mitigation efforts to ensure successful, on-time execution of capital programs.
- Support global manufacturing sites with international travel as needed (up to 20%).
BASIC QUALIFICATIONS
- 5+ years of experience in CapEx program management, manufacturing operations, or supply chain, ideally in a high-growth consumer electronics or hardware environment.
- Demonstrated success leading end-to-end capital projects from planning and procurement through equipment validation and production ramp.
- Expertise in capital budgeting, procurement strategy, and financial controls, with experience managing multi-million dollar investments.
- Proven ability to manage complex programs across cross-functional teams, vendors, and international manufacturing partners.
- A highly organized, analytical thinker with a structured approach to problem-solving and a talent for breaking down complex challenges into actionable plans.
- Known for exceptional attention to detail and a strong commitment to quality in execution and communication.
- Excellent verbal and written communicator, able to present technical and financial information clearly and concisely to diverse audiences.
- Demonstrable skill in Excel/Google Sheets for analysis and forecasting, and experienced with tools such as Google Slides, Slack, and SmartSheets to manage and communicate team progress.
PREFERRED QUALIFICATIONS
Interested in the role but don’t meet every qualification? We encourage you to apply! At WHOOP, we believe there’s more to a candidate than what’s on paper, and we value character as much as experience. As we continue to build a diverse and inclusive environment, we welcome all applicants.
WHOOP is an Equal Opportunity Employer and participates in E-verify to determine employment eligibility. It is unlawful in Massachusetts to require or administer a lie detector test as a condition of employment or continued employment. COMPENSATION
The WHOOP compensation philosophy is designed to attract, motivate, and retain exceptional talent by offering competitive base salaries, meaningful equity, and consistent pay practices that reflect our mission and core values. At WHOOP, we view total compensation as the combination of base salary, equity, and benefits, with equity serving as a key differentiator that aligns our employees with the long-term success of the company and allows every member of our corporate team to own part of WHOOP and share in the company’s long-term growth and success.
The U.S. base salary range for this full-time position is $125,000-$165,000. Salary ranges are determined by role, level, and location. Within each range, individual pay is based on factors such as job-related skills, experience, performance, and relevant education or training. In addition to the base salary, the successful candidate will also receive benefits and a generous equity package. These ranges may be modified in the future to reflect evolving market conditions and organizational needs. While most offers will typically fall toward the starting point of the range, total compensation will depend on the candidate’s specific qualifications, expertise, and alignment with the role’s requirements.

Get Access To All JobsTips for Finding J-1 Visa Sponsorship as a Procurement Manager
Align your credentials with specialty occupation standards
J-1 Trainee and Specialist categories require documentation showing your degree and prior work directly relate to procurement. Gather transcripts, professional certifications like CPSM or CIPS, and reference letters that explicitly connect your background to sourcing and contract management functions.
Target host employers with active training plan experience
Host organizations must submit a structured training plan through your designated sponsor. Procurement roles at manufacturers, logistics firms, and large retailers are more likely to have HR teams familiar with this requirement than smaller companies encountering it for the first time.
Search Migrate Mate to find J-1-aligned procurement roles
Use Migrate Mate to identify U.S. employers actively open to exchange visitors in procurement and supply chain functions. Filtering by role and visa compatibility saves time you'd otherwise spend vetting employers who have never hosted a J-1 participant.
Verify the two-year home residency requirement early
Some J-1 participants in Trainee and Specialist programs are subject to a two-year home country residency requirement before changing to certain other visa statuses. Check your DS-2019 and your country's bilateral agreements before accepting a host offer to avoid surprises later.
Confirm your host employer's E-Verify enrollment before accepting
Designated sponsors and their host organizations must comply with employment verification rules. Ask whether the employer is enrolled in E-Verify before your training plan is submitted, since non-compliance can delay or void your program placement entirely.
Negotiate your training plan scope around real procurement duties
Sponsors and USCIS both scrutinize whether the training plan reflects genuine skill development, not routine work. Push for rotations across sourcing, vendor negotiation, and contract administration so the plan demonstrates progression rather than static job performance.

Find Procurement Manager JobsProcurement Manager J-1 Visa: Frequently Asked Questions
Which J-1 program category fits a Procurement Manager role?
The Trainee category applies if you have a degree and at least one year of relevant experience, or five years of procurement experience without a degree. The Specialist category covers professionals with expertise in a highly specialized field. Both require a structured training plan approved by a U.S. Department of State-designated sponsor before your DS-2019 is issued.
Who actually sponsors my J-1 visa as a Procurement Manager?
The visa sponsor is a U.S. Department of State-designated organization, such as Cultural Vistas or AIPT, not your employer. That organization issues your DS-2019 form, monitors your compliance, and is legally responsible for your program. Your host employer directs your procurement work daily but holds a separate role as the host, not the sponsor.
How does the J-1 training plan requirement affect procurement job negotiations?
Your host employer must co-develop and sign a Form DS-7002 training plan before your sponsor submits the DS-2019. For procurement roles, this plan should outline specific learning objectives across sourcing, supplier evaluation, and contract management. Employers unfamiliar with J-1 requirements sometimes underestimate the documentation involved, so clarifying expectations early prevents delays.
Can I use Migrate Mate to find procurement roles open to J-1 participants?
Yes. Migrate Mate lets you search for U.S. procurement and supply chain positions filtered by visa compatibility, so you can focus on employers already open to hosting J-1 exchange visitors. This avoids spending weeks applying to companies that have never worked with a designated sponsor and would struggle to complete the training plan process.
Does the two-year home residency requirement apply to Procurement Manager J-1 participants?
It depends on your country of nationality, your country of last residence, and whether your program received government funding. If the requirement applies, you must return home for two years before changing to H-1B, L-1, or lawful permanent resident status. Review your DS-2019 and consult your designated sponsor to determine whether a waiver is available in your situation.
