Starting Salary: $53.00 per hour
This position is open to the public and all current City employees covered under the City’s collective bargaining agreement with LABORERS INTNL UNION OF N.A. LOC 1092 BARGAINING UNIT #53 (BU 53). Only employees in City job titles in this bargaining unit are eligible to bid.

Under immediate supervision, performs physically demanding labor and assists skilled trades workers at construction, maintenance, and repair project sites of public facilities or in the public way including streets, roadways, runways, taxiways and airport service roads; water distribution structures, sewer/drainage structures, bridges, and viaducts, and performs related duties as required.
ESSENTIAL DUTIES
- Prepares work sites, digging and backfilling trenches and tunnel and shaft excavations
- Removes dirt and clears obstructions from around work areas (e.g., sewer mains, catch basins, valve basins, water and electrical vaults, manholes)
- Sets and removes braces and shoring equipment and drives sheeting to support the sides of excavations and prevent cave-ins
- Installs, repairs, and/or removes concrete and masonry retaining and bearing walls
- Demolishes old pavement, sidewalks, curbs, gutters, sewers, and catch basins as directed
- Repairs old pavement, sidewalks, curbs, gutters, sewers, and catch basins as directed
- Operates small backhoe, bobcat, skid steer, frontend loader, forklift, electric and manual pallet jack, as required
- Excavates and grades ground leveling base and concrete
- Assists skilled trades workers in the construction of scaffolding from ground level to approximately 200 feet above ground
- Loads and delivers scaffolding to various sites and assists with materials as deemed necessary and assigned
- Operates and maintains air compressors, portable heaters, portable generators, and concrete saws as required
- Operates and maintains pneumatic tools (e.g., jack hammers, concrete/pavement breakers, sandblasters, clay spades)
- Uses hand tools (e.g., shovels, picks, sledgehammers)
- Mixes and pours concrete in specified amounts as directed
- Loads and unloads materials and equipment from trucks and ensures proper tools and equipment are on work site and in working order prior to beginning work as directed
- Helps lift and place materials (e.g., pipes, valves, hydrants, castings) into trenches and/or below grade areas using pipe sticks, ropes, dollies and/or other appropriate means as needed and directed
- Removes materials from worksites and from below-grade areas by hand or use of power tools as directed
- Assists skilled trades workers by readying, loading/unloading, and supplying needed tools, equipment, and materials as needed and directed
- Sets up barricades, safety cones, and steel street plates around work sites and on the airfield as needed and directed
- Removes rock in underground tunnels
- Marks work sites and identifies area of underground utilities with paint
- Directs vehicular/pedestrian traffic around work sites
- Notifies customers of interruptions in water service

MINIMUM QUALIFICATIONS
Education, Training, and Experience
- Completion of a Department of Labor (DOL) Laborer Apprenticeship Program
- OR Completion of a City of Chicago Laborer Apprenticeship Program
- OR At least two (2) years of work experience as a Laborer performing construction work with the City of Chicago
- OR At least four (4) years of work experience as a Construction Laborer
Licensure, Certification, or Other Qualifications
- Requires a valid State of Illinois Driver’s License
- Assignments requiring the operation of a forklift will require positions to be trained and evaluated by the employer prior to the assignment, as required by OSHA standards administered by the Illinois Department of Labor (IDOL)
NOTE: APPRENTICESHIP TRAINING PROGRAM CERTIFICATE(S), JOURNEYMAN CARD AND RESUME MUST BE SUBMITTED AT THE TIME OF PROCESSING.
NOTE: Candidates selected for hire must pass a Ground Motor Vehicle Operating Regulation Basic Driving test (Yellow Stripe) administered by the Chicago Department of Aviation within six months of hire.
Additional Aviation Requirements: Candidate(s) selected for hire must pass a background check and a Security Threat Assessment (STA).
Physical Requirements
- Heavy lifting (up to 100 pounds) required
- Ability to walk and stand for extended periods of time
- Ability to quickly bend, stretch, twist, or reach out with one’s body, arms, and/or legs
- Ability to move one’s hands and arms to grasp or manipulate objects
- Ability to access difficult to enter spaces (e.g., trenches, tunnels, cramped quarters)
- Ability to operate applicable hand tools, power tools, and equipment
SELECTION REQUIREMENTS
This position does not require a test or interview. Applicants who successfully apply for the position, meet the minimum qualifications, and possess the qualifications best suited to fulfill the responsibilities of the position will be hired in a lottery/random order. Qualified bidders will be hired in seniority order according to the collective bargaining agreement.
