The Atlanta Police Foundation (APF), established in 2003, brings together the public and private sectors, with the mission of making Atlanta a safer city for residents and visitors. Through public safety strategies and partnerships, the Foundation, a 501(c) 3, provides a means for individuals, community members and businesses to engage and donate funds, with a goal of preventing and reducing crime. The Foundation’s programs address the city’s public safety needs, including increasing police visibility, using state-of-the-art technology to fight and prevent crime and working to create strong leaders in the Atlanta Police Department through enhanced training. POSITION SUMMARY
The Atlanta Police Foundation is seeking a Director of Finance to be a senior leader responsible for ensuring the financial health, integrity, and transparency of a mission-driven organization focused on policing, public safety, and community impact. Reporting to the Chief Financial and Administrative Officer (CFO/CAO) (and partnering closely with the CEO, and Executive Leadership Team), this role oversees financial operations, compliance with government and philanthropic funding requirements, and strategic financial planning.
This position is especially critical in managing complex funding streams (e.g., federal/state grants, philanthropic grants, and foundations), ensuring compliance and supporting data-driven decision-making aligned with public safety outcomes.
The Director of Finance may supervise 2–3 team members and plays a central role in building strong financial systems to support scale and impact.
Key Responsibilities
Financial Management & Reporting
- Oversee accounting operations including general ledger, AP/AR, payroll, and monthly close
- Ensure timely and accurate financial reporting in accordance with GAAP and nonprofit (fund) accounting standards
- Track and report on multiple funding streams, including restricted grants, government contracts, and donor-restricted funds
- Monitor cash flow, ensuring alignment with grant reimbursement cycles and contract milestones
Government and Philanthropic Grants & Compliance
- Oversee financial compliance for federal, state, and local grants (e.g., DOJ, state agencies) as well as foundation grants
- Ensure adherence to Uniform Guidance (2 CFR Part 200), where applicable
- Manage new markets tax credit
- Manage financial reporting requirements for government and philanthropic donations and grants
- Partner with program and development teams to ensure allowable cost allocation and proper expense tracking
Budgeting & Program Financial Support
- Lead annual organizational and program-level budgeting
- Support grant proposal budgets and pricing models for donations
- Provide program leaders with budget-to-actual analysis and actionable insights tied to outcomes
- Develop scenario planning models aligned with policy shifts or funding changes in the policing sector
Audit & Risk Management
- Manage internal and external audits
- Coordinate preparation of IRS Form 990 and financial disclosures
- Oversee internal controls, risk management practices, and financial policies
- Prepare materials for board finance/audit committees, ensuring clarity around compliance and risk exposure
Team Leadership
- Supervise and develop a small finance team (2–3 staff)
- Foster a culture of accountability, ethical stewardship, and continuous improvement
- Improve systems and processes for efficiency and transparency
Strategic Partnership & External Engagement
- Serve as a financial thought partner to the CFO/CAO, CEO, program, and development leaders
- Support leadership in navigating financial implications of public policy, funding changes, and partnerships with municipalities and public safety agencies
- Translate financial information into clear, accessible insights for both internal and external stakeholders (including donors and boards)
- Contribute to building trust through transparency in a highly visible and sometimes sensitive field
Qualifications
Required
- Bachelor’s degree in Accounting, Finance, or related field
- 8–12+ years of progressive experience
- Demonstrated experience managing grants and/or donations
- Strong knowledge of GAAP, fund accounting, and grant compliance requirements
- Experience supervising staff
- Experience managing audits
- Ability to thrive in a fast-paced, deadline-driven environment
Preferred
- CPA or MBA
- Experience in policing, public safety, criminal justice, or policy-focused organizations
- Experience with nonprofit finance
- Familiarity with federal funding (e.g., DOJ grants) and philanthropic frameworks
- Experience in organizations with complex stakeholder environments and public accountability
