Position Overview:
BLN24 is seeking a Solutions Architect / Lead Developer to support the Consumer Financial Protection Bureau's (CFPB) Regulatory Technology (RegTech) platforms, including the HMDA Platform and the Small Business Lending Data Collection System. This is a Key Personnel role on a federal BPA supporting a FISMA Moderate, cloud-native regulatory environment. The Solutions Architect will lead system design, govern the technical backlog, and serve as the primary engineering decision-maker across all task areas.
Key Responsibilities:
- Lead architecture design and technical direction across all five BPA task areas
- Govern the solution backlog, define Definition of Ready, and own architecture/product reviews
- Translate CFPB regulatory change into technical specifications and acceptance criteria
- Mentor back-end, full-stack, and DevOps engineers and conduct code reviews
- Serve as primary technical interface with CFPB's Technology and Innovation Office
- Ensure all deliverables meet FISMA Moderate, Section 508, and FFP acceptance standards
Required Qualifications:
- Bachelor's degree in Computer Science, Engineering, or related field (or equivalent experience)
- 13+ years of progressive software engineering and architecture experience
- 4+ years of hands-on Scala and Akka (reactive/actor-model, non-blocking I/O, CQRS) development
- Demonstrated experience designing and operating event-driven, cloud-native microservices at scale
- Prior experience with HMDA, Regulation C, Section 1071/ECOA, or comparable regulatory data collection systems at a financial regulatory agency such as CFPB, FDIC, OCC, SEC, FHFA, FRB, or NCUA
- Experience with Cassandra or AWS Keyspaces for distributed, high-availability data storage
- Familiarity with Kafka event streaming in a production environment
- Experience with Kubernetes, Helm, Docker, and CI/CD pipeline design
- Demonstrated proficiency in FedRAMP or FISMA Moderate environments, including ATO processes
- Experience with Login.gov or comparable federal identity/authentication frameworks (or Python/PySpark with AWS-native distributed-systems experience considered equivalent)
Preferred Qualifications:
- Direct CFPB engagement or familiarity with the HMDA Platform GitHub codebase (cfpb/hmda-platform)
- Experience with OMB M-24-10 AI governance documentation or responsible AI/ML deliverables
- Active or prior federal security clearance
- Master's degree in a technical field
