Technical Product Owner, RDT Lead – 3PD (Personalized, Predictive Patient Data)

The Opportunity

The Technical Product Owner, RDT Lead – 3PD drives the technical product strategy and delivery for Roche’s Patient Strategy data ecosystem. Combining strategic product ownership and delivery leadership, this role unifies internal and external data streams into a scalable, compliant engine that powers personalized healthcare experiences.

3PD connects patients, providers, and operations through unified data, predictive analytics, and AI/ML capabilities. Spanning ingestion, integration, governance, and advanced decisioning, it empowers timely interventions to optimize patient treatment journeys.

The Technical Product Owner/RDT Lead evolves 3PD as an integrated enterprise platform—balancing immediate Patient Strategy needs with long-term scalability, interoperability, reliability, and reuse.

Key Responsibilities

• Product Vision & Strategy: Define and execute the 3PD strategy, roadmap, and backlog, translating business needs into scalable data capabilities and AI/ML enablement.
• Data Lifecycle Ownership: Provide technical leadership across acquisition, ingestion, processing, storage, and consumption to support end-user and downstream system needs.
• Vendor Data Acquisition: Lead technical onboarding of external data sources, including mapping, validation, reconciliation, quality, and operational readiness.
• System Integration & Enablement: Drive upstream and downstream integrations, making patient data available for operational systems, analytics, reporting, AI/ML, and decisioning platforms.
• Delivery Management: Lead end-to-end technical delivery across workstreams, managing scope, milestones, dependencies, risks, and cross-team handoffs.
• Data Quality & Reliability: Establish standards for data accuracy, timeliness, and completeness; implement monitoring, observability, and issue-remediation with engineering teams.
• Architecture & Strategy: Partner with architects to guide integration patterns, scalability, interoperability, and long-term sustainability while managing technical debt.
• Governance & Compliance: Embed data governance, lineage, privacy, consent, security, and regulatory requirements into product design and delivery.
• Dependency Management: Maintain an end-to-end view of dependencies across consuming products to prevent delivery bottlenecks.
• Stakeholder & Vendor Leadership: Build partnerships across Patient Strategy, business, DDA, architecture, engineering, and external vendors to drive alignment and resolve conflicts.
• Product Health & Improvement: Define metrics for product health, data quality, adoption, and operational stability to guide continuous improvement.

Who You Are

• Bachelor’s degree in IT, Computer Science, Data/Analytics, or a related field; an advanced degree or certifications (PMP/PgMP/Product) preferred.
• 10+ years leading complex technical integrations, enterprise data products, and cross-functional product delivery within large-scale IT environments.
• Demonstrated expertise owning data ecosystems—including vendor ingestion, data quality, governance, lineage, and enablement for analytics, AI/ML, and decisioning platforms.
• Strong technical fluency in cloud platforms, APIs, batch/event integrations, data pipelines, data modeling, and enterprise architecture patterns.
• Proven track record translating business needs into product roadmaps, navigating complex stakeholder environments, and driving cross-team execution.
• Solid background in data privacy, consent, security, and regulatory compliance for sensitive patient data environments.

Technical / Business Skills

• Strong knowledge of the end-to-end data lifecycle, including acquisition, ingestion, integration, transformation, quality, and consumption.
• Experience translating business and end-user needs into technical requirements, product roadmaps, and scalable data capabilities.
• Strong understanding of data quality, governance, lineage, privacy, consent, security, and regulatory requirements for sensitive patient data.
• Strong product and delivery management skills, including roadmap and backlog management, prioritization, dependency and risk management, and end-to-end delivery.
• Advanced analytical and problem-solving skills with the ability to evaluate technical options and drive decisions across complex, cross-functional environments.

Additional Qualifications

• Exceptional communication, facilitation, and negotiation skills, with the ability to drive consensus across business and technical stakeholders.
• Demonstrated ability to influence without direct authority and navigate complex cross-functional and vendor relationships.
• Strong leadership, coaching, and mentoring capabilities across product and delivery teams.
• Experience with Agile/product operating models and complex, multi-team technical delivery.
• Experience in pharmaceutical, healthcare, patient services, or other regulated data environments preferred.
• Experience enabling data for analytics, AI/ML, predictive capabilities, decisioning, or personalization is highly desirable.

The expected salary range for this position based on the primary location of South San Francisco, CA is $142,200 - $264,000. Actual pay will be determined based on experience, qualifications, geographic location, and other job-related factors permitted by law. A discretionary annual bonus may be available based on individual and Company performance. This position also qualifies for the benefits detailed at the link provided below.
