INTRODUCTION
The Manager of Centralized Enrollment Systems leads the strategy, design, and continuous improvement of districtwide enrollment processes, including school choice, Pre-K/K entry, and centralized charter enrollment. This role ensures systems are equitable, transparent, compliant, and data-informed, while aligning enrollment policy, system configuration, and district priorities with a focus on student wholeness, belonging, and stable placement. The Manager provides strategic and operational leadership across system configuration, vendor coordination, policy implementation, and executive reporting, and serves as a key liaison among charter schools, district offices, IT, communications, and school leaders to deliver a cohesive, family-centered experience. This position also supports enrollment stabilization, expands equitable access to high-quality school options, modernizes infrastructure, and aligns enrollment strategy with capacity planning, facilities use, and academic programming, while driving process improvements and addressing systemic inequities.
Essential Functions
- Leads strategic planning and operational execution of centralized enrollment initiatives in partnership with the Director.
- Leads the design, development, and implementation of centralized enrollment systems and supports the ongoing build-out of a comprehensive centralized charter enrollment strategy, including policies, procedures, participation requirements, and operational processes.
- Oversees enrollment operations for participating schools and programs, ensuring compliance with state and district policies, timelines, and applicable legal requirements.
- Ensures centralized enrollment systems and practices align with district strategic priorities, equity commitments, and family-centered service expectations.
- Oversees enterprise-level configuration and implementation of centralized enrollment systems, ensuring system architecture, prioritization logic, and lottery design reflect district policy, equity commitments, and operational efficiency.
- Coordinates vendor relationships and system timelines to ensure readiness and effective execution of each enrollment cycle.
- Establishes and maintains charter participation and seat-reporting processes; coordinates with charter leaders to confirm seat availability and monitor compliance with participation agreements and enrollment requirements.
- Monitors and analyzes enrollment data across centralized initiatives, including applications, placements, waitlists, seat acceptance, subgroup participation, and student mobility trends, and prepares dashboards, reports, and presentations for district leadership.
- Uses data findings to inform communications, capacity planning, cross-office collaboration, and continuous improvement of enrollment systems and practices.
- Supports the planning and execution of centralized enrollment campaigns, activities, and events and coordinates communications with schools, leadership teams, and families to ensure clear and accessible information about school options and enrollment pathways.
- Promotes transparent, accessible, and family-centered enrollment processes and supports school leaders in implementing welcoming and inclusive onboarding and transition practices for newly enrolled students.
- Serves as a liaison among charter schools, district leadership, IT, new initiatives, communications, and other offices to ensure coordinated implementation of centralized enrollment systems and related initiatives.
- Represents the Director and the Office of Enrollment, Choice, and Transfers in meetings, cross-department initiatives, and strategic planning efforts related to centralized enrollment.
- Supports budgeting, procurement, project management, and preparation of presentations, memoranda, and Board materials related to centralized enrollment initiatives.
- Supervises assigned staff by providing direction, coaching, performance management, and workflow coordination to ensure effective implementation of centralized enrollment processes, and maintains a dotted-line reporting relationship with the Office of New Initiatives to support strategic planning and implementation of centralized enrollment initiatives.
- Supports continuous improvement efforts through data analysis, process review, and application of improvement science methods.
- Maintains a strong, strategic understanding of front-line operations and peak-cycle workflows to ensure system design reflects operational realities and the family experience, while demonstrating a willingness to step in and support day-to-day implementation as needed. This role models a service-oriented leadership approach, recognizing that effective systems leadership requires readiness to engage directly in the work alongside staff when circumstances demand.

- A bachelor's degree in education, public administration, public policy, or a related field from an accredited college or university is required; a master's degree in a related field is preferred.

- Demonstrated experience leading complex, cross-functional initiatives at a district or organizational level is required.

- Demonstrated knowledge of current research, trends, and best practices related to centralized enrollment, school choice systems, and/or charter school enrollment is required.
- Experience managing data systems, application platforms, or student information systems is required, including supporting implementation, configuration, and continuous improvement.
- Excellent verbal, written, and presentation skills are required, with the ability to communicate complex information clearly and effectively to varied audiences.
- Demonstrated skill in qualitative and quantitative analysis, including interpreting data, preparing reports, and making recommendations aligned with district priorities.
- Strong organizational and process management skills are required, including the ability to design effective workflows, manage multiple priorities, and meet deadlines in a dynamic environment.
- Proficiency in Microsoft Office 365 and related technical applications, including Excel, Word, PowerPoint, and electronic databases, is required.
