The State of Connecticut, Department of Developmental Services (DDS), has a Curriculum Manager vacancy, in Central Office, Educational Support & Staff Development Division, located in Wallingford, CT.

This position will oversee the development of and execution of training programs under the Educational Support & Staff Development Division. The position will direct and oversee training staff in the research, development of curriculum and implementation of trainings programs for DDS employees as well as Private Provider employees to meet the requirements of the HCBS Waivers, Department of Public Health and the Center for Medicare Services; conduct needs analyses; negotiate and oversee training contracts including the identification and development of training software and databases; preparing statistical evaluation summaries, feasibility study reports, program projections and other reports as needed.

POSITION HIGHLIGHTS

• LOCATION: Central Office, Educational Support & Staff Development Division (Wallingford / Hartford)
• SCHEDULE: Full time (40 hours/week), first shift 8:00 a.m. - 4:30 p.m. Monday through Friday.
• NOTE: Must be flexible to meet the needs of the agency. Will be required to travel between locations throughout the State of Connecticut.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for directing curriculum development and training related program administration.

EXAMPLES OF DUTIES

• Directs staff and operations of training and staff development programs;
• Performs specialized duties in area of training and staff development;
• Provides consultative services to agency administrators and training staff in developing and conducting needs analysis;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional employment in in-service training, human resource development or adult education.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have had primary responsibility for planning, developing, coordinating or implementing an in-service training or staff development program.

NOTE: Positions at the Police Officer Standards and Training Council require this experience to be in law enforcement training programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

• College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
• A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

• Experience with Connecticut Department of Developmental Services or human service field operation/policy/procedure with public and qualified providers, including working collaboratively with other State Agencies, Programs and Qualified Providers.
• Experience with curriculum development for adult learners, including designing and adapting curriculum for webinar, e-learning, classroom and blended formats.
• Experience creating e-learning with course authoring tools/software, including Articulate Storyline, Articulate Rise, Camtasia, Snagit, Adobe Premier, Adobe Photoshop, Captivate, and Lectora.
• Experience creating classes, courses, managing records and creating reports in a Learning Management System (LMS).
• Experience with Learning Management Software such as SABA, OFL, Blackboard, Therap, and CANVAS, including tracking and recording data, uploading e-learning, launching classes, and ensuring proper operation in the LMS.
• Experience collecting, analyzing, disseminating, and producing reports on large amounts of information/data, including statistical evaluation summaries, feasibility study reports, program projections, and compliance data.
• Experience monitoring and providing quality assurance to supported staff for accuracy and compliance, including responding to stakeholder requests for compliance data and information.
• Experience with verbal and written communication with internal and external stakeholders, including providing information to supervisors, co-workers, and subordinates by telephone, in written form, e-mail, or in person.
• Experience with Microsoft 365/Microsoft Office Suite, including Teams, PowerPoint, OneDrive, Word, and advanced functionalities of Excel, as well as learning proprietary systems.
• Experience developing technical and training materials, including system user guides, quick reference guides, and specialized courses for webinars utilizing platform tools.
• Experience leading diverse work groups to accomplish specific objectives, performing specialized duties around training and staff development, providing consultative services to agency administrators and training staff in developing and conducting needs analysis, and developing action plans and goals.
• Experience working independently and collaboratively, including problem solving and independently researching and finding solutions to complex situations.
• Experience reviewing and evaluating curriculum, training courses, and applying emerging learning trends such as gamification, virtual reality, and xAPI.
