QUALIFICATIONS AND EXPERIENCE:
Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
- A minimum of twenty years of experience with object-oriented development techniques and managing project teams.
- A minimum of twenty years of experience Web application server system administration, monitoring, troubleshooting, and performance tuning.
- A minimum of twenty years of experience with data reporting and dashboards to meet user-defined requirements.
- A minimum of twenty years of experience in change management best practices, serving in a code promotion role in partnership with development team.
- A minimum of twenty years of experience with Source Control systems such as Visual Studio Team Services or Team Foundation Server or Azure DevOps.
- A minimum of twenty years of experience with software build and release management methodologies.
- A minimum of twenty years of experience with development of Web Application program interfaces (API) or Web Services to implement real time interfaces.
- A minimum of twenty years of experience in FDOH systems using Agile Software development framework.
- A minimum of ten years of experience managing large (50 plus) team of developers.
- A minimum of fifteen years of direct project management experience managing multiple projects supporting programs at FDOH.
- DevOps foundation or above certification required.
- PMP Certification Required.
RESPONSIBILITIES:
SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
- Create development strategies and processes to standardize development practices across the Division daily as assigned by the Department
- Manage team performance, provide mentorship, and handle resource allocation daily as assigned by the Department
- Ensure regular and transparent communication with executive leadership daily as assigned by the Department
- Project planning, organization, and implementation, work breakdown structures, scheduling, and control on a weekly basis as assigned by the Department.
- Project control processes, procedures, and change control on a weekly basis as assigned by the Department.
- Collaborate and coordinate with solution architects to design scalable, maintainable, and secure applications daily as assigned by the Department.
- Develop, communicate, and manage the project(s) budget daily as assigned by the Department.
- Identify, document, and communicate process improvement and optimize development workflows daily as assigned by the Department.
- Evaluate new technologies and platforms to ensure the best options being used for project development daily as assigned by the Department
- Monitor deployment process and ensure smooth implementation of projects daily as assigned by the Department.
- Ensure applications are aligned and in compliance with Department’s security policies and procedures daily as assigned by the Department.
- Acquisition planning and management monthly as assigned by the Department.
- Communicate with management and project teams to ensure status of deliverables is clearly understood and risks and issues known daily as requested by the Department.
- Design, develop, and code based on business requirements for the Department’s Disease Control Health Protection Master Person Index project as part of the overall strategic effort for integration and interoperability of its systems and software daily as directed by the Department.
- Provide analytical services on systems to implement user-defined requirements daily as assigned by the Department.
- Participate in backlog grooming, sprint planning, retrospective and review meetings as assigned by the Department.
- Provide system support, code development, and testing during regular and off hours daily as assigned by Department.
- In collaboration with Department’s Division of Public Health Statistics and Performance Management (DPHSPM) information technology teams; design, develop, and code based on business requirements for the DPHSPM Master Person Index (MPI) project as part of the overall strategic effort for integration and interoperability of its systems and software daily as requested by the Department.
- Work with Division resources to standardize collection and storage of DPHSPM shared data daily as requested by the Department.
DATA SECURITY AND CONFIDENTIALITY TASK:
- The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.
