The Chief Executive Officer (CEO) is a strategic leadership position responsible for guiding the overall direction and performance of Hamakua-Kohala Health. The CEO will provide visionary leadership, drive operational excellence, and foster a culture of innovation and collaboration. The CEO is appointed by the HKH Board of Directors and is accountable to the Board of directors. The Board fully delegates staffing and operational responsibilities to the CEO.
This is a full-time exempt position. The CEO position is classified as an “At-Will” employment arrangement. This means that either the CEO or the Hamakua-Kohala Health Board of Directors may terminate the employment relationship at any time, for any reason, with or without cause or advance notice. This position description does not constitute a contract of employment.
It's important to note that while the CEO position is designated as at-will, both parties are still expected to adhere to applicable laws and regulations governing HKH employment practices. This includes matters such as anti-discrimination laws, employment agreements, and any company policies in place.
The CEO shall be responsible for managing the overall operations, finances, and facilities of the Center in accordance with all Board approved policies, plans, decisions, and directives. The CEO shall support the Board in carrying out its duties and responsibilities and provide information and recommendations to the Board as requested and appropriate during the course of its deliberations. The CEO is expected to carry out these duties and responsibilities with high levels of honesty, integrity, fairness, respect, kindness, and competence serving as an exemplary leader who is able to realize high levels of support from others within the organization and in the community.
REPRESENTATIVE DUTIES
The following duties are typical for the CEO. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
The CEO, along with the Board, will develop, implement and evaluate the organization’s strategic plan.
- Ensure compliance with healthcare, financial and staffing laws, and regulations.
- Facilitate communication among Board Members, staff, patients, and community leaders.
- Manage financial decision-making processes and identify areas for revenue growth.
- Clearly communicate the organization’s vision and mission and build strategic partnerships.
- Hire and manage senior level executives aligned with organizational values.
- Stay up to date on trends: attend conferences, review industry publications, network with peers.
- In collaboration with the Board, the CEO will assist in fundraising efforts.
- Promote a culture that fosters a productive, safe, and positive work environment.
Oversee operations of all departments:
Community Relations:
• Is active and visible within the community participating in various groups and attending events. • Consistently represents the organization within the community positively and professionally.
- Maintains positive relationships with community officials and opinion leaders.
2. Financial Management:
Prepares and presents a timely, complete, accurate and feasible draft annual budget to the Board for final review and approval.- Prepares accurate and timely monthly financial reports for presentation to the Board along with acceptable explanations of all significant variances of actual-to-budget performance.
- Recommends appropriate corrective measures to bring actual financial performance in line with or exceeding budget projections and implements such approved recommendations effectively.
- Assures that all financial operations and procedures are conducted according to accepted accounting principles and internal control practices.
- Recommends appropriate and effective long-term financial strategies for Board approval to assure the continued financial viability and sustainability of the Center.
- Recommends, and effectively implements, appropriate financial policies to the Board for its approval.
- Cooperates with the Board appointed external auditor to assure that an effective annual audit and management letter are completed making all appropriate changes and improvements based on auditor recommendations.
- Oversees an effective set of insurance plans and policies to assure reasonable protection of the Center's assets as per Board approved directives and budgets.
3. Personnel Management:
Oversees a fair and effective system of recruiting, hiring and orienting of competent staff to fill vacant positions following approved personnel policies.- Assists the Board in developing, maintaining and communicating an appropriate and effective set of personnel policies.
- Develops and oversees a fair and effective system of wages and benefits in accordance with Board approved policies, budgets, directives and union contracts.
- Develops and oversees an effective system of annual performance appraisal and performance improvements for all staff members.
- Develops and maintains an ongoing, effective system of written and verbal employee communications including regular staff meetings.
- Handles employee problems, conflicts, complaints, and grievances effectively and in a timely manner.
- Oversees HR with maintaining an effective system of personnel records and files.
- Effectively represents the Center, according to Board directives and approvals, in all union contract negotiations and interactions and consistently adheres to the terms and conditions of all contracts in effect.
- Maintains positive and professional working relationships with employees resulting in good staff morale.
4. Strategic Planning and Marketing:
Develops and presents to the Board for approval, in conjunction with the annual budget, a set of measurable goals and annual operating objectives for the Center.- Works with the Board to periodically identify and consider for possible changes, key trends and developments in the Center's operating environment and the industry at-large having potential material impact on the Center.
- Assists the Board to periodically assess the health needs of the community and to develop plans to address any unmet community needs in accordance with the Center's mission and vision with particular attention paid to the health care needs of low income, uninsured or under-insured populations.
- CEO will collaborate with the Board in fundraising efforts to build a solid platform for future projects and build medical infrastructure on the island.
- CEO will effectively direct and steer the organization to be the Primary Care Physician source of excellence from North Hilo to South Kohala.
5. Operations Management:
Effectively oversees day-to-day Center operations to assure that all activities are carried out effectively, efficiently and in a timely manner in accordance with Board approved policies and procedures.- Assures that all patient flows and interactions are carried out in a professional and courteous manner with a minimum of patient waiting time or hardship while always protecting patient privacy and confidentiality.
- Effectively leads the supervisory staff to make sure they are carrying out their duties and responsibilities appropriately and meeting approved performance objectives and standards.
- Assures that there is an effective system of ongoing quality assurance, performance improvement and risk management such that clinical errors are minimal, quality of care is high and patient satisfaction is high.
- Assures that the Center is operated in accordance with applicable laws, regulations and standards of accreditation and program compliance.
- Identifies and addresses unforeseen operating problems and issues effectively and in a timely manner.
- Negotiates and oversees all operating contracts and agreements pertaining to goods and services for the Center assuring that they are carried out in compliance with all terms and conditions.
6. Clinical Management:
- Implements an effective system of clinical management and control to ensure that quality healthcare service is being rendered in a cost-effective manner, ensuring that funds, personnel, equipment, and supplies are available, used effectively and efficiently.
- Works with Medical Director to develop policies relating to healthcare and healthcare delivery.
7. Facilities Management:
Effectively represents the Center in all lease negotiations and operates the Center in accordance with the terms and conditions of the lease.- Assures that the facilities are maintained and operated in a safe, secure and clean manner.
- Assures that the facilities and equipment of the Center are operated and maintained in a safe and appropriate manner in order to protect their long-term condition and value.
- Recommends for Board approval and effectively implements a plan to maintain and improve facilities at each location in accordance with Board approved budget and directives.
8. Board of Directors:
Overall, provides effective staffing of all Board committees, task forces and the monthly Board meeting including the responsibility to assure that there is an accurate and complete documented record of all Board meetings and Board decisions.- Consistently provides written and verbal reports to the Board and its committees that are coherent, accurate, timely and appropriate for the issues being addressed.
- Makes appropriate and timely recommendations to the Board and its committees on all matters of policy and strategy being considered.
- Educates the Board on issues and trends in health care to help the Board make effective plans and decisions for the Center.
- Carries out and executes Board policies, plans, decisions and directives in a timely and effective manner including follow up reporting at subsequent meetings.
- Assists the Board in all areas of Board development and performance improvement including Board orientation and meeting management.
9. Professional Relationships and Networking:
Maintains effective professional relationships with other provider organizations in the region.- Maintains effective professional relationships with other community Companies in the state.
- Maintains effective professional relationships with all regulatory and accrediting agencies and their representatives.
- Attends on an appropriated basis outside professional meetings and events relevant to the Center and its interests and effectively represents the Center at such functions.

EDUCATION, EXPERIENCE & QUALIFICATION GUIDELINES
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.
Minimum of a bachelor’s degree in healthcare, business or related field of study; Master's degree in a related field is desirable.- Previous Management experience in FQHC, Rural Health Center or equivalent.
- Minimum of five years of medical/healthcare management experience or equivalent experience sufficient to satisfy the Board of Directors that the job can be performed satisfactorily.
- Demonstrated abilities in program development and operation, community relations, employee relations, grants, financial management and public speaking.
- Familiarity with healthcare delivery and financing trends and issues in the industry and operating environment with particular emphasis on community-based primary care that includes medical, dental and behavioral health services.
- Oversight experience in construction and project management.
