Program: 1504-Westside C3
Department: Outreach
Location: CSM Fire House - 1444 7th Street, Santa Monica, CA 90401
Schedule: Monday - Friday, 8:00am - 4:30pm
Status: Full-time/Exempt/Management

Summary:
The Santa Monica C3 Clinical Program Manager will provide leadership and oversight to the multidisciplinary C3 Street Outreach team of direct service staff and ensure that appropriate, high quality, and integrated care and services are provided to clients. This team is part of a City of Santa Monica strategy to combat homelessness. The goal of Santa Monica C3 is to identify, engage, and connect or re-connect homeless individuals to interim and/or permanent housing and supportive services. The Clinical Program Manager, in collaboration with the other Program Manager, the Assistant Director of Santa Monica Outreach and the Director of Westside Outreach, is also responsible for the efficiency of operations, coordinating services with partner agencies as needed, and fostering collaboration within the team between other departments and programs. The Clinical Program Manager will also collaborate on administrative aspects of team leadership, including data oversight and reporting of outcomes.
Essential Duties and Responsibilities:
- Provide leadership to the multidisciplinary team, ensuring continuity of care and services between The People Concern agency resources and partnering agencies such as the City of Santa Monica, Santa Monica Police Department/Fire Department and LA County Department of Health Services.
- Provide individual and team supervision, support, and annual performance evaluations for assigned staff.
- Provide guidance to staff as needed, including in emergencies and crisis situations.
- Guide team in collaborating and coordinating with external providers, such as psychiatry and medical providers.
- Assist with client crisis management which includes assessment for voluntary and involuntary psychiatric hospitalizations.
- Conduct triage assessments with staff by responding to medical and mental health crisis situations, including writing LPS 5150 applications when warranted.
- Ensure that services emphasize customer choice and harm reduction.
- Be available to respond to emergency calls and situations on a 24-hour basis when needed.
- Assist in the screening, assessment, and enrollment of clients in a range of services.
- Ensure all paperwork and data collection is complete, timely, accurate, and current in agency records and electronic databases.
- Oversee documentation compliance by engaging in ongoing audits of electronic databases and chart reviews.
- Assist Program Director in budgetary oversight of program administration and ensure program revenue and expenses are within the adopted annual budget.
- Ensure adherence to funding source contracts and performance standards; prepare written reports on program activities as assigned and as required by funding sources.
- Provide training to staff on policies and procedures of the program.
- As needed, assist in the screening, assessment, and enrollment of participants including orientation to program policies resources and goals.
- Provide oversight regarding hiring and ensure Diverse and Equitable hiring practices to appropriately reflect the diversity of the population served.
- Ensure OSHA reports are completed on a monthly basis.
- Monitor that staff attend all required trainings.
- Other Duties as Assigned.
Qualifications:
- Masters’ degree in mental health field (e.g., Social Work, Marriage & Family Therapy, Psychology); supervision hours available for this position.
- Ability to register with the California Board of Behavioral Sciences (BBS) within one month of hire.
- Willingness to become LPS (Lanterman-Petris-Short) designated.
- Valid and current California Driver’s License with an acceptable driving record.
- One (1) year of experience providing direct supervision and management of staff.
- Minimum of two (2) years’ full-time experience working with the homeless, preferably those living with mental illness and/or substance addictions and medical challenges.
- Able to work in a high tolerance harm reduction model with individuals who have multiple barriers.
Preferred Qualifications:
- Current registration and good standing with the BBS.
- LPS designated.
Work Environment:
- Combination of field and office environment.
- Regularly required to sit, stand, bend; occasionally lift or carry up to 35 lbs.
- On occasion walk or drive to different local sites.
- Will necessitate working in busy and loud environments.
- Will be exposed to elements like cold, heat, dust, noise and odor.
- May need to bend, stoop, twist, and sit throughout the day.
